And I will repeat, they are the same. In this issue the scholars discuss two types of people, those who deny that praying is obligatory, and those who do not pray but do not deny that prayer is obligatory. When the scholars say "out of laziness" it is to distinguish the second type from the first; so "Does not pray out of laziness" means "Does not pray not because he does not believe it is obligatory but because he is lazy." The distinction you refer to does not exist. Not praying is not praying.

This is your understanding. I have made myself clear.

          As Salaamu Alaykum wa Rahmatullah

We are often told that having a good heart is sufficient and Imaan is only in the heart and tongue.

This implies that actions are not part of imaan. So suppose someone does not pray, would this person become an apostate or not?
There is ikhtilaaf on this issue.

Imam Ahmed had the view that he is a kaffir if he neglects the Salah, but the majority of Ulema are of the opinion of Imam Shafi that if one neglects the salah out of laziness is not a kafir but still a muslim.

Both positions have their proofs. We as muslims should be fair and just.

Imam Ibn Hazm : "It has come from Umar, Abdur-Rahman Ibn Awf, Mu'ath Ibn Jabal, Abu Hurayrah and other companions that anyone who skips one obligatory salaah until its time has finished becomes a murtadd (apostate). And we find no difference of opinion among them on this point. "Then he comments "A group of Sahabah and those who came after them believed that an intentional decision to skip one salat until its time is completely finished makes one a kafir...." (See Saheeh At-Targhib Wat-Tarhib)

          And Allah (swt) knows best.

Produce? I am not a mufti. I just refer to fatwa of a scholar from whom I take knowledge of Islam.
