People have said that the army now rules Pakistan and Zardari is doing nothing.

      1. Army is organizing the crack down in Karachi.

      2. Flood operations in Sindh.

It is well known that the army always controlled the country in national security, foreign and defence affairs but left day to day stuff to the "elected" government, now even those things seem to be being overseen by the army.

One thing is clear, in any US operation, the biggest victim will be Pukhtoons.

      • The Army moves in, quietly

        Shaheen Sehbai

DUBAI: For all practical purposes, virtually, but not yet physically, Pakistan Army has already taken over all key centres of power. The facade of a democratically elected government is now just that, a facade. But, for how long?

In many informed circles the army move is being called a creeping, unintended coup against the discredited political leadership.

For instance, the defence and foreign policy is, as usual, being run by the GHQ, though this was always under their direct or indirect control.

The internal security, a domain of Rehman Malik, has now been taken over by the army in Karachi as well, though in Khyber Pakhtunkhwa, Fata and Balochistan it was always under the GHQ. Men approved by the GHQ who do not have any allegiance or belong to the PPP hardcore are running the economic policy. Even natural disaster management has now been taken over by General Kayani himself through his visits to supervise flood relief measures.

The total lack of confidence of the international community on the civilian set up to provide cash relief for flood victims is another sign that these leaders cannot be trusted, at home or abroad.

The dismal failure of the Sindh government in handling Karachi has led to two major interventions, which hit directly at the relevance and effectiveness of the PPP government:

        1. The suo moto presence of the Supreme Court in Karachi and its order to monitor the situation on a daily basis, resulting in serious admonition of the entire police hierarchy for its failure, and

        2. Quiet but serious intervention of the army chief by directly addressing and interacting with the Karachi business and industry leaders, who were ignored by the prime minister just a few days ago.

The candid talk General Kayani had with the Karachi business leaders was enough to indict the PPP government as a total failure. The solutions and advice given by the army chief was nothing but telling them not to look upto the civil administration anymore but to deal directly with the army, through the Rangers, led by an army general. To make it easier he suggested setting up a direct hotline, bypassing the police and the political leadership.

Some of the observations of General Kayani, reported by the business leaders, were eye opening. If these observations are confirmed by the ISPR or General Kayani himself, it would mean nothing but a total expression of no confidence on the civilian set up and condemnation of the political leadership.

        These included:

        - “If the Rangers also fail in Karachi then the army will come in,” which means he has decided to move in whether the political government wants it or not.

        - “I am personally monitoring Karachi and I am in direct contact with the Rangers,” which means the civilians are out of the equation. It is now a direct line.

        - “The Karachi police has become a victim of politics, FIRs are not being registered, people are scared of coming forward to testify.” These words appear to be coming from a common victim of Karachi and not the army chief, but he said so, meaning that his thinking is in sync with the hapless people and not with the incompetent rulers.

        - “The people have become victims of severe depression, helplessness and hopelessness,” again a sentiment sharing the grievances of the masses but condemning the rulers.

        - “Karachi is the business hub of the country and killings and disorder will not be tolerated, protection will be given to industry and flight of capital will be stopped.” These are the basic administrative, legal and constitutional obligations of the civilian government but since they have failed, the army chief has moved forward to promise security. There may be many more such observations as holding of such a meeting itself is an indication that the army chief had given up on the political leaders.

While the political leadership of President Zardari and Prime Minister Gilani was stunned by the army chief’s quiet moves, undeclared but confident takeover of civilian duties, they could only rush to Karachi to get a better idea of what was going on and immediately met the Karachi business leaders the next day, a surprise meeting with both the president and the PM present.

The presidential or PM’s spokesmen could hardly issue a cogent communiquÈ after the meeting as what the army chief had told the business community was a clear message that the civilians were no longer relevant, at least practically, but given the international situation and the tensions on the borders and with the US, the army may not yet be moving in. As this grim situation prevails on the domestic front and the attention of the army chief may have been diverted from these issues, the failure of the democratic government on the external front is also glaring and dismal. The US president refused to meet Prime Minister Gilani in New York so he had to cancel his otherwise expensive junket but President Obama did see Afghan President Karzai and had a photo op with our showpiece Foreign Minister Hina.

Yet the critical discussions/negotiations were held between the army generals of the two countries including General Kayani and General Pasha, which by all available accounts, went sour to the extent that General Pasha did not even wait for a minute in Washington and took the first available flight out of Dulles International Airport. How the tone of the US leadership changed from urging Pakistan to take action in North Waziristan to directly accusing the ISI of involvement in attacks in Kabul in collaboration with the Haqqani network is probably a direct result of these bitter Pasha-Petraeus talks.

But in Pakistan no civilian leader took up the issue until General Kayani himself had to come on record and issue a tough one liner which gave the world the first direct clue of what position Pakistan had taken in response to the US threats.

Not surprisingly the political leadership has also now started singing the same tune in chorus, attacking the US. The point is that the Pakistan Army is providing the leadership on both the external and the domestic front and the so-called democratically elected government is just a silent spectator, watching from the sidelines and waiting to be kicked out, but happy that they are getting more days to enjoy some more perks, give jobs to some more relatives and friends and make some more dollars. The sorry fact is that they are doing this in the name of democracy and the failure of incompetent nincompoops will be judged and trumpeted as failure of democracy, which it may not be.

A line[Durrand line] of hatred that raised a wall between the two brothers -Hamid Karzai

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

                  • Saudi Arabia steps in to cool down US-Pak tension, ISI Chief dashes to Saudi Arabia

Submitted 2 hrs 36 mins ago

Saudi Arabia has stepped in to cool down tension between Pakistan and the United States. On the special directive of King Abdullah bin Abdul Aziz Saudi intelligence officials dashed to Pakistan andheld wide ranging interaction with ISI Chief General Ahmad Shuja Pasha and other concerned officials.

Both the sides exchanged views on the ongoing acrimony and tension in relations between Pakistan and the United States on Haqqani network.

After the meeting ISI Chief dashed to Saudi Arabia by a special plane. He is expected to hold meetings with heads of Saudi Intelligence and armed forces.

The sources said that General Pasha proceeded to Saudi Arabia on the directive of the political and military leadership because the Kingdom is a very close ally of Pakistan and had in the past helped it come out of several crises.

Analysts said that Pakistan is taking into confidence all its friends about the evolving situation. In this connection they referred to the visit of the Chinese Vice Prime Minister to Pakistan.

They said that Saudi Arabia enjoys great influence in the US and Pakistani leadership and is likely to persuade both the countries to resolve the issue through dialogue rather than going to the extreme end.

Its not Saudis 'stepping in' to cool down the situation

Pakistani establishment is reaching out and communicating with every 'ally' we have in and out of the region, including China and Saudi Arabia; you must be convinced that there would be many 'behind the scene' countries as well which includes Iran and Turkey

At least at PR level, the way all civilian and military has mobilized after Americam media aggression, is a very good sight; Pakistan is doing good at diplomatic level, at least

                    • Top Chinese security official visits Pakistan

China's top security official is visiting Pakistan for talks focusing on increased cooperation against Chinese militants who have found sanctuary in the northwest of the country.

Public Security Minister Meng Jianzhu's visit Monday also comes at a time of intense strain between Islamabad and Washington.

Pakistani officials have been talking up their country's relationship with China, with some commentators saying it could one day replace the U.S. as Islamabad's main foreign benefactor.

Pakistani Interior Minister Rehman Malik said Sunday that Pakistan had killed several Chinese militants in the northwest and extradited others.

He also said Jianzhu's visit shows China "always stands with us in difficult times."

                        - Sindhi politician Zulfikar Mirza shaking the whole nation with (in Pakistani eyes) horrific allegations of attempts to break Pakistan up, and holding the Quran on his head when doing this.

                        - Sealing of the Durand line by Pakistan.

                        - Major militant activity in Dir.

                        - Militants killing a senior Pakistani commander in Quetta.

                        - Militants said to be relocating to Quetta including the notorious Punjabi Taliban, the most vicious and ruthless group in the entire TTP coalition.

                        - Killing of Burhanuddin Rabbani.

                        Mourners at Rabbani's funeral

                        - Pakistan bombing Afghanistan.

                        - US embassy in Kabul being destroyed.

                        Attack on US embassy.

                        - CIA centre in Kabul being attacked

                        - Now the media wild with speculation of a possible US operation against the Haqqani network, which is even potrayed as a "US invasion".

Mullen, head of the US military, which may attack Pakistan.

The only thing which has actually calmed down is the Baloch front, with rebels talking of possibly pursuing peaceful dialogues for change.

This is not a normal situation even by the volatile standards of the last 5 years.

Kabul Summons Pakistan's Ambassador over Border Shelling

Pakistan's ambassador to Afghanistan was summoned on Monday in Kabul over recent border artillery attacks on Afghan border regions, officials said.

Officials in ministry of interior affairs said concerns about rocket rounds landed in border provinces over the past couple of days was expressed to Pakistani ambassador in Kabul.

Calling on Pakistan to bring an immediate end to rocket attacks into Afghanistan, officials warned the attack could severely damage relations between Kabul and Islamabad.

The attacks have also been strongly condemned by ministry of defence, and it warned of counterattack.

Afghan commander of commando forces has said that their troops are prepared to counter the attacks.

Officials in ministry of foreign affairs said they are looking into diplomatic ways to stop the attack in any way possible."Based on the obligation that Ministry of Foreign Affairs should preserve the rights of people, today Pakistan's Ambassador Mohammad Sadiq was summoned. We expressed our concerns about the attacks to the Pakistani envoy," Deputy Spokesman to Foreign Ministry Dr Framarz Tamana said.

Releasing a statement, defence ministry warned if Pakistan keeps the attacks coming, Afghan troops would not leave the missile attacks without answer.

"There could be no motive behind the attacks to continue and Pakistan's government should know that if the attacks continue, Afghan National Army along with the support of people is prepared to response," the statement said.

Experts warn that the government would lose the rein of power, if the situation continues the same.

Jawaid Kohestani, an Afghan political analyst, said Pakistan is making efforts to take advantage of the shaky situation in Afghanistan and prevent the country from developing a strong system.

Since last week, Pakistan has started firing rockets into border regions of Afghanistan that have led to the death of many civilians and making dozens of families to evacuate their homes.

                              • World, Pak govt yet to honour Pakhtuns’ sacrifices: Sherpao

PESHAWAR: The Chairman of Pakistan Peoples Party (Sherpao), Aftab Ahmed Khan Sherpao has said that the international community and the Pakistani government have not honoured the sacrifices of Pakhtun that have rendered in the war on terror. He contended that Pakhtuns had saved the rest of the country from great disaster through their heroic sacrifices but they had not been compensated and rehabilitated.

He was addressing a delegation at Hayatabad on Sunday. On the occasion, prominent ANP leaders from Charsadda, Javed Khan and Ikram Khan along with families and supporters resigned from the party and joined PPP-s. They reposed full trust in the leadership of Aftab Sherpao.
Aftab Sherpao said that Pakhtuns were passing through a critical situation, however, those who grabbed votes in the name of peace and prosperity had multiplied their problems. He deplored that the elements had left the Pakhtuns in lurch and now they had no time for the problems of Pakhtuns. He said that the policies of the so-called champions of Pakhtuns had turned their homeland into hell that created great hardships for them.
He alleged government for failure on all fronts, saying that its wrong policies had increased the woes of the masses. He said that Pakhtuns should be compensated and awarded for these sacrifices otherwise it would further aggravate their deprivation. He deplored that Pakhtun had been hoodwinked through lofty slogans but the election promises had not yet been materialized. He said PPP-S was genuine representative of Pakhtuns and it was struggling for their rights. He said that Pakhtun had great political role in the country and PPP-S would leave no stone unturned to motivate Pakhtuns for their rights. He said that PPP-S had formulated an effective political programme to steer out Pakhtuns from the turmoil. He said that the people of FATA had suffered greatly due to the spate of extremism and terrorism. He said that the infrastructure in FATA had been destroyed and there was an urgent need to remove their grievances. He said that the imposition of new regulation in FATA had minimized the significance of reforms in FATA. He said that PPP-S would struggle for the rights of the people of FATA so as to give a new lease of life.
