In Islam, the case of blasphemy is serious, because the punishment is serious. If you do not have sufficient eye witnesses you can't really punish anyone with committing such a crime as long as you refuse the act. If this girl refused to burning Quran, or said she could have done it by mistake, the case ended right there and then. A person can be held accountable only if they consciously, sanely, admit to committing such a deed. Even then you are given 3 chances to retract. 3 CHANCES TO CLAIM YOUR INNOCENCE!!!
