your problem is that you dont want to understand because there is some evil force in your mind which stops you from understanding and accepting the light. intrepreting the laws is not my job, i am not decide. its the duty of the law makers and we have so may lawmakers in my country. they will do their their job in a very appropriate way.
implementing the laws is not my job, its the job of the law enforcing authorities. so for your knowledge i would suggest to you to study something about the polictical system and civil service, who makes the laws, how the interpretation of laws is made, how is it implemented.

You pass the buck to the lawmakers who will never reach an agreement. One set will be pushing all women into a Burqa, the other set into a Hijab and another set into no head dress.

you dont know anything .... you just love to criticise.
when it comes to the intrepretation a long debate is done in the parliament and then it is passed. then its implemented if it has some flaws or weaknesses, a review committee sits and again there are changes and rectifications made accordingly.
so you should know the whole process of making and implementing the laws.
dont be a narrow minded creep that how will be this be done and how will that be done ... everything will done soon inshallah.
