Culture and language cannot be the only barometer for cooperation and common interest in geo-politics. If that was the case, then the ISI wouldn't be stack with Pashtuns from top to bottom and there wouldn't be too much antagonism between Afghanistan and Pakistan a country where many Pashtuns are architects in its policies towards Pashtun Afghanistan. Pashtuns of Afghanistan only have religion in common with "Pakistan" not its state and dominant culture which is Panjabi and Indic. We only have common culture and ethnicity with Pashtuns who are culturly and linguistically minor/subordinate group within Pakistan themselve struggling to even speak thier langauge how they used to speak it 50 years ago. This is another issue which can be discussed and it is discussed before. So if I were to choose between Panjabi Pakistan and Farsiwan Iran, I definitely have dispropotionately in common with Iran than Pakistan. But my argument wasn't on cultural and religious base, I should've been more clear. My mere point was power-balancing, so mere language shouldn't be an obdurate obstacle in way of our cooperation with Iran. We share alot with Iran too, including a long common history. Pashu is also an eastern Iranic language by the way.
