The only time that Pashto was made into language of the government was during taliban. They werent biased like these tie and suite wearing technocrates.

That wasnt done by design but more because the leadership were rural pashtuns who did not speak farsi or had very little knowledge of it. They never announced an official language and one of the main reasons that farsiwan hates the Taliban was because it was hard for them to communicate with gov authorities at the time.
