The Hindkowans of NWFP have been demanding a separate province of theirs for some time, a demand which intensified after NWFP’s name was changed to Khyber Pakhtunkhwa. The movement is led by Sardar Haider Zaman. He seems like a very honest and straightforward politician. After listening to some of his interviews I became convinced that the Hindkowans deserve their own province in the Hazara division. Pakistan desperately needs to divide up its large provinces into more numerous and manageable ones. Provinces should also be organized along ethno-linguistic lines. For example, the Pakhtun areas of northern Baluchistan, FATA, and Pakhtunkhwa could be amalgamated into a single province, or perhaps two provinces (North Pakhtunkhwa and South Pakhtunkhwa). The Punjab should be divided into at least three provinces, including a Saraiki province in the south which would include Dera Ismail Khan and have Multan as its capital. Sindh should be divided to create a province for the Urdu-speaking people based in Karachi and Hyderabad. If a Hazarewal province is too small, perhaps it can be amalgamated with a province carved out of northern Punjab where the Pahari/Potwari dialect of Punjabi is spoken based in Attock or with Rawalpindi as its capital, and also including Chitral and Kohistan and all other predominantly non-Pakhtun areas of north and northwest NWFP.
At present, 25% of Khyber Pakhtunkhwa is non-Pakhtun, including 18% Hindkowans. Dera Ismail Khan district is predominantly Saraiki but strangely part of Khyber Pakhtunkhwa instead of Punjab. The provinces definitely have to be redrawn.
