This is not entirely true, lot of it is social brainwashing which is component of Western culture. Plus societal framework facilitates enabling it.

it makes sense but you don't want to understand. taking drug is an individual action, it is the individual's choice the same way if a woman wants to walk on the road half naked or full naked.
