If ANP the leading party of Pukhtuns in Pukhtunkhwa is happy with Pakistan and fighting for Pakistan and is supporting the army operation then whats your problem ?
You first go and talk to the sons and grandsons of Bacha khan and convince them to teach Pukhtuns against Pakistan, to start a movement against Pakistan. If you convince them and they start a movement I will be with them otherwise don't push Pukhtuns into darkness.
Because Pukhtuns are in minority in Pakistan and in Afghanistan Pukhtuns are in majority.
