While religion is the sum total of beliefs(in supernatural entities) modes of worship, spirituality and ethics.
The religion of Islam is monotheism, beliefs in angels, prophets, hereafter, destiny, prayers, fasting, charity, pilgrimage to Makkah and some moral injunctions.
Pashtunwali may be roughly said to be the name of the Pashtun culture. Pashtunwali does not touch these religious aspects as beliefs, worship and religious morality but it is about the way Pashtuns live in a group, it is about the Pashto literature, Pashtun music, art, food etc.
Pashtun culture is the sum total of the attitudes, values, goals and practices shared by Pashtuns as a nation or ethnic group. It is pat, wafa, tura, khegarha, nang, melmastya, nanawatey, badal, hujra, tang takor etc.
These cultural aspects of Pashtuns have nothing to do with the religion of Pashtuns. Pashtuns were Pashtuns when they were Hindus and Buddhists few hundreds years back. As there can be non Muslim Arabs, the same way there were and are non Muslim Pashtuns.
