I don't know if biological reality agrees with your assessment:
A significant minority of younger teens are sexually active. Twenty-three percent of all 14-year-olds and 30 percent of all 15-year-olds have had sexual intercourse.1
The sexual activity rate among younger teens is increasing. Among males who turned 20 between 1970 and 1972, 20 percent had had sexual intercourse by age 15, compared to 27 percent of those who turned 20 between 1985 and 1987. Of females who turned 20 between 1985 and 1987, 10 percent had initiated sexual intercourse by age 15, compared to 4 percent of those who turned 20 between 1970 and 1972.2

That is nearly a quarter in that particular age bracket (off by one year admittedly).
Additionally, the laws are predicated on the concept that children are protected against over protective parents who are going to not facilitate cultural integration... yet one particular culture (as per the France references) is targeted for this "modern" enforced integration even when egalitarian and libertarian values are being applied by the very people on whom obligations are enforced (e.g. the Burkini lady was not forcing anyone else to wear her clothes and was minding her own business).
I say "modern" because in the prior two decades when orthodox jews and Catholics implemented their own doctrinal segregation, there were no qualms.
