Israel, Russia establish mechanism to prevent confrontations between troops

Putin demands 'concrete action' as mortar hits embassy in Damascus; US says Russia deployed 28 combat aircraft
Israeli Prime Minister Benjamin Netanyahu met with Russian President Vladimir Putin in Moscow on Monday as part of an attempt to address Israel's concerns about confrontations that could possibly occur between Israeli troops and Russian forces active in Syria.
Speaking to reporters after the meeting, Netanyahu said that an unprecedented and crucial mechanism had been established to prevent such misunderstandings.
"It was very important to come here in order to clarify our position and to do everything to avoid any misunderstandings between our forces," Netanyahu said at the start of the meeting.
Netanyahu said he was determined to stop arms deliveries to Lebanon's Shiite Hezbollah movement and accused Syria's army and Iran of trying to create a "second front" against Israel.
"I made it clear in no uncertain terms that we will not tolerate Iranian attempts to arm and organize activities against us on the Syrian border, and we will continue to take all steps against this threat to our security."
Netanyahu was accompanied on the trip by Gadi Eisenkot, the Israel Defense Forces' chief of staff.
Putin for his part said Russia's actions in the Middle East "always were and will be very responsible" and downplayed the threat by Syrian forces to Israel.
"We know and understand that the Syrian army and Syria in general is in such a state that it isn't up to opening a second front -- it is trying to maintain its own statehood," he said in comments broadcast on Russian television.
Reports in Israeli press said that the aim of Netanyahu's Moscow visit was to avoid any possible clashes between Israeli and Russian jets that could operate over Syria.
Israeli military officials reportedly fear that any Russian air presence could cut their room for maneuver after several purported strikes on Iranian arms transfers to Hezbollah through Syria in recent months that were not officially acknowledged by Israeli authorities.
    'Lack of faith' in US
Moscow has also been on a diplomatic push to get a US-led coalition of Western and regional powers fighting the Islamic State group to join forces with Assad against the jihadists.
Western diplomats suggest Putin -- who has been isolated by the West over the crisis in Ukraine -- is trying to switch focus to the Syria crisis ahead of a key address to the United Nations General Assembly on September 28.
Israel opposes Assad's regime but has sought to avoid being dragged into the conflict in neighboring Syria.
It also fears that Iran could increase its support for Hezbollah and other militant groups as international sanctions are gradually lifted under a July nuclear deal that Moscow helped negotiate between Tehran and world powers.
Netanyahu is set to fly to the United States for talks with President Barack Obama in November in a bid to ease tensions over the Iran deal.
But Israeli left-leaning daily Haaretz said the visit to Moscow appeared to reflect Netanyahu's "lack of faith in the ability and willingness of the US to protect Israeli security interests."
    'Conrete action'
Russia on Monday demanded "concrete action" after a shell landed in its embassy compound in Damascus.
Moscow said a mortar fell on the embassy compound in the Syrian capital on Sunday without causing damage and blamed forces battling President Bashar Al-Assad and their "outside sponsors" for the shelling.
"We await a clear standpoint on this terrorist act from all members of the international community, including regional actors," Russia's foreign ministry said in a statement.
"What is needed is not just words but concrete action."
The Russian embassy in Damascus' Mazraa neighborhood had been hit by shells on prior occasions. In May, one person was killed by mortar rounds that landed nearby. Three were hurt when mortar rounds landed inside the compound in April.
The United States has said Russia -- one of the few remaining allies of Assad -- recently sent troops, artillery and aircraft to Syria, sparking fears that Moscow could be preparing to fight alongside government forces.
Moscow argues that any such support falls in line with existing defense contracts, but Moscow and Washington on Friday launched military talks on the four-year-old conflict that has claimed nearly 250,000 lives.
    Russia deploys 28 combat aircraft
US officials meanwhile said Russia has deployed 28 combat aircraft in Syria, confirming the latest move in Moscow's military build-up in the war-torn country.
"There are 28 fighter and bomber aircraft" at an airfield in the western Syrian province of Latakia, one of the officials said.

LOL btw don't assume that this is an endorsement of Israel. Im simply pointing out the fact that Russia (King Putin aka savior of the world) has refused to defend Assad/Hezbollah and IRGC from Israeli airstrikes.

Israel and Russia reach deal to avoid accidentally trading fire in Syria

Israel and Russia have agreed to share information to stop their forces accidentally shooting at each other in Syria.

Israeli prime minister Benjamin Netanyahu reached a deal with Russian president Vladimir Putin on mechanisms to avoid what they called "misunderstandings" between their two forces.
      Key points

      • Israel, Russia agree to terms to avoid their forces coming into conflict
      • Russia said to be building its military support for Syria
      • Involvement of various countries making conflict increasingly volatile

The risk of conflict between Israeli and Russian forces may be small but it is real.
Russia is reportedly beefing up its longstanding military support of the Syrian government, sending fighter-bombers and ground attack aircraft and building accommodation large enough to house as many as 2,000 advisers.
In the past, Israel has allegedly bombed weapons shipments headed from Damascus to Syria's ally in Lebanon, Hezbollah.
It has also traded fire with Syrian militants and Syrian army units on the Golan Heights
Israel was said to be concerned about the possibility of inadvertantly trading fire with Russian forces based in Syria.
After talks in Moscow, Mr Netanyahu and Mr Putin appear to have carved up the skies and agreed on ground rules to keep their forces apart.
Before the talks, Mr Netanyahu made the purpose of his meeting with Mr Putin clear.
"In these circumstances I thought it was important for me to come here in order to clarify our position, and to do everything so that there are no misconceptions between our forces and your forces," he said.
Mr Putin was sympathetic to Israel about attacks on its forces but disparaging about any major threat from Syria itself.
"We both understand that the Syrian army and Syria all in all is in such a condition, that it does not have a chance to open the second front," Mr Putin said, adding with a laugh: "It has to save its sovereignty."
Mr Netanyahu asserted Israel's right to continue thwarting weapons transfers and Mr Putin did not have a problem with that.
Meanwhile war planes from the US, Australia and other allies including a clutch Arab states are bombing in the east and the north - a complicated patchwork over a country smaller than Victoria.
"The past is not my concern. The future is no longer my concern either. One minute. One minute of everything at once. And anything before is nothing. Everything after nothing. Nothing in comparison to that one minute."

Ya’alon: Israel retains its freedom to act in Syria

Defense minister says Jewish state will not allow advanced Russian weapons to end up in the hands of Hezbollah

By Times of Israel staff September 22, 2015, 9:37 am

Israel has no intention of giving up its freedom to operate in Syria, Defense Minister Moshe Ya’alon insisted Tuesday morning, a day after Prime Minister Benjamin Netanyahu said he and Russian President Vladimir Putin had reached an understanding to avoid any military entanglements between their respective troops as Israel acts to thwart attacks on its territory from the war-torn country. Ya’alon told Israel Radio that the Jewish state is determined not to let Russian weapons end up in the hands of Hezbollah, a Lebanon-based Islamist ally of Syrian President Bashar Assad.

“We have something to say on this matter. We have no intention of giving up our freedom to act and defend our clear red lines – not allowing the transfer of advanced weapon systems to Hezbollah, [and] certainly not chemical weapons,” he said, pointing out that Moscow has a military attaché as well as an ambassador in Israel.
Ya’alon also described a reality in which the Middle East “changes every day, and one of the main changes is happening in Syria.”
He said that Assad today controls some 25 percent of Syrian territory, mainly along the coast and in Damascus, which is threatened by Islamic State. Putin, Ya’alon said, has made a decision to bolster Assad and not let him fall.
“This is the background to the Russian military deployment we see along the beach, in the Latakia area,” the defense minister said.
Russia has recently sent 28 combat aircraft to Syria, according to US officials, and a source in Moscow said 2,000 Russian military personnel would be arriving at the airbase near Latakia.
The military buildup “cannot be compared to the Cold War, when Russian jets fought with Arab armies against us, or anti-aircraft missiles were operated with Arab armies against us – this activity [today] is meant to protect Assad,” Ya’alon said.
There is a need, in such a situation, to coordinate “on an operative level,” the defense minister said. “Everyone who is active in the theater, there are coalition forces flying [missions] against Islamic State and we are active in the theater – this necessitates coordination.”
Netanyahu was in Moscow on Monday for talks with Putin regarding the recent surge in Russian troops in Syria. Signaling the gravity with which Israel views the Syrian situation, the prime minister was accompanied by IDF Chief of Staff Gadi Eisenkot, who met with his Russian counterpart Valery Gerasimov.
Eisenkot and Gerasimov agreed on the establishment of a joint work group headed by very high ranking officers — the armies’ deputy chiefs of staff — in order to prevent “misunderstandings” between the IDF and Russian forces in Syria.
"The past is not my concern. The future is no longer my concern either. One minute. One minute of everything at once. And anything before is nothing. Everything after nothing. Nothing in comparison to that one minute."

Report: Russia blocks Israeli jets over Lebanon

Lebanese newspaper claims Israeli jets turn back after confrontation with Russian aircraft over northern Lebanon.

Russian forces warned Israel over IAF flights in Russian controlled airspace near the Syrian–Lebanese border area after Israeli jets were detected nearby, according to a report Friday in the Lebanese media outlet As Safir.

The report comes a mere day after Russia announced that it had established a "hotline" with Israel in order to coordinate aerial activity over Lebanon and Syria.

As Safir quoted Lebanese diplomatic officials who were "in the know," as saying that the warning was issued after Russian radar identified Israeli aircraft approaching Russian-controlled airspace two weeks ago.

"Russian aircraft immediately blocked the Israeli jets' path while they flew above the Akkar region in northern Lebanon. The Russians immediately sent a clear warning to the Israelis that entering Syrian airspace would be a pretext for opening fire," the source said.

According to the paper, which is considered loyal to Hezbollah, the Israeli aircraft quickly heeded the warnings and changed their course. The incident occurred mere days after talks were held between Israeli and Russian officials regarding the shared airspace. The report claimed that the Russian message instructed the Israelis to stay away from Syrian airspace.

Lebanese officials quoted in the report said that Israeli aircraft typically fly over northern Lebanon on a daily basis, "and tended to fly on a path above the Akkar region, later conducting reconnaissance in a circular pattern above the Lebanese territorial waters, eventually reaching the Syrian territorial waters."

The report quoted an official as saying that, "Their goal was to observe the movement of ships in the port of Tartus, as well as tracking the air traffic coming in an out of Latika airport – out of concern over possible weapons transfers to Hezbollah."

The same official claimed that the Lebanese army had noticed a decline in Israeli over flights since the warning was issued on the first of October, but clarified that flights in the area remained ongoing.
