Under that link is written that Russian muftiyat is agreed with the court decision because the discusses translation of Holy Quran is different from the real meaning and belongs to some extremist sect who call themselves Muslim. And it is not the Quran forbidden, it is just one of translations onto Russian language forbidden because there are some false meanings of suras.

considering kandahar is occupied by nato and nato funded afghan security forces, it is pretty much the same situation in dagestan and chechnya.
