Ex-US envoy for de facto partition of Afghanistan

    TNN, Jul 8, 2010, 04.57am IST

NEW DELHI: Should Afghanistan be divided into two? Former US envoy to India, Robert Blackwill, has suggested that the US should effect a de facto partition of Afghanistan.

The current counter-insurgency is not working, he says, because the Taliban don't see why they should negotiate peace when they haven't been defeated on the ground. The US, he suggests, will have to reconcile to the fact that the Taliban will control southern Afghanistan. They should be allowed to do so.

"After years of faulty US policy toward Afghanistan, there are no quick, easy and cost-free ways to escape the current deadly quagmire. But, with all its problems, de facto partition offers the best available US alternative to strategic defeat," Blackwill argues in an article in `Politico'.

Having let the Taliban control southern Afghanistan, the US, he says, should "then focus on defending the north and west regions -- roughly 60% of the population. These areas, including Kabul, are not Pashtun-dominated and locals are largely sympathetic to US efforts".

But it would not mean that the US would completely exit. Instead, "we would then make it clear that we would rely heavily on US air power and special forces to target any al-Qaida base in Afghanistan, as well as Afghan Taliban leaders who aided them. We would also target Afghan Taliban encroachments across the de facto partition lines and terrorist sanctuaries along the Pakistan border."

The US would work to secure the north and west and Kabul, which has considerably less Taliban presence or influence. "This might mean a long-time residual US military force in Afghanistan of about 40,000 to 50,000 troops. We would enlist Tajiks, Uzbeks, Hazaras and supportive Pashtuns in this endeavour, as well as our NATO allies, Russia, India, Iran, perhaps China, Central Asian nations and, hopefully, the UN Security Council."

The US, he says, would retain the freedom to strike at even civilian Taliban leaders in southern Afghanistan.

The arrangement, he says, would make Pakistan unhappy, but a "Pakistan would likely oppose de facto partition. Managing Islamabad's reaction would be no easy task -- not least because the Pakistan military expects a strategic gain once the US military withdraws from Afghanistan."

A dangerous and treacherous plan, i must say. Now its compulsory on every Afghan to rectify whatever differences they have with each other. Otherwise this disease of hatred will become chronic and will remain pitching against each other for generations. Instead of bringing stability, these yanks make silly comments which fad away the hope of peace and stability. I hope and pray, that Afghanistan turned united and peaceful and provide no space or excuse to any foreign intervention.

In the 90s the regional neighbours and others tried to do that but they failed Alhamdullilah Quite frankly US knows the real pain in the region, but they are not interested in stabilizing Afghanistan.

For partition or disintegration, main source is always internal. No one can disintegrate Pakistan or Afghanistan, but their own masses.
If the governments keep people happy, giving then cultural identity, respect for their languages, giving them lives, freedom of speahc, education, health, transportation, and all other facilities then above all democratic setup, then it is really difficult to think for separation.
Bangladesh is the best example where pakistana rmy killed 200 dhaka university students on 22nd Feb 1952 protesting for Bangla as the national language instead of urdu. It paved a way for separation and then india and others helped them.
SO the main source is always inetranl and then the external forces just facilitate the internal forces.

Hope we all grasp the situation and then question the involvment of Pakistan. Before Taliban, if you remember many factions led or taken to Makka Saudi Arabia to signe a truce but unfortunatley we saw an unfortunate outcome . Those countries came in who even did not condemn USSR agression on Afghanistan, took the ownership of Afghan Govt. You saw the result, where Pakistani got killed and its embassy destroyed through a planning. In that scenario, when your own dears turned against you and give hand to your enemy, what should had Pakistan reaction? Offcourse to safeguard its interest from backyard. Still Afghanistan is very much important for Pakistan, so far the electing of government is concerned. Its reality and would have every nation's strategy remain the same if related to Afghanistan. Personally i think, if Afghanistan give guarantee of its soil not used against Pakistan, then there is no reason for Pakistan to interfer in Afghanistan. I hope there is going stability and Afghan run their own democratic government without foreign interference.

My dear, To keep the record straight, why 1992 accord under nawaz sharif in Mekkah failed is now crystal clear. Many accords which did not happen to be signed in Mekkah are valid and working, because there was a good faith and inetntion behind it:
                      Rehman Baba Says:

Walay Khar ba haji na shi pa tawaf.

This accord was not for the peacful and independent Afghanistan, therefore it failed. How these people were used against Dr Najibullah Shaeed, and why Dr Najibullah wa not tolerated? Because he was against interference of any, including Pakistan. Pakistan teaches the whole world, Afghans do not accept supremecy of any, they should teach themselves as well.
Why Pakistan embassy was attacked in kabul is not a hidden event. It happend and was a consequence of another event, where two Afghans kidnapped a school bus and wanted negootiation for release of their relatives and friends who were in Pakistan jails.
These two kidnappers were killed by Pakistani commandoes and then in reaction Ahmad Shah Masood said, that These days are gone when Afghans were killed countless. He expressed his reaction by saying, why Pakistan could not negotiate? Who was wrong or right, however pakistani embassador was wounded in the event as well. Readers will decide for right and wrong?

Then If Pakistan wants safeguard of it interests in Afghanistan, then there are many other ways as well. But if they we will interfere till Afghanistan gurantee safety of its interests, then it is just a dacoit and my dear it can work till afghnaistan is week, but it cannot for ever.
Make Afghanistan Friend, and see the reason why Afghanistan does not want to be your friend. Then remove first reservations of Afghanistan, and then start friendhsip, otherwise, then we see the situation in both countries.
If Afghanistan can have good relation with Iran, India, even Russia, then why Pakistan cannot do this and why pakistan need afghanistan this much. But in my opinion, pakistan want afghanistan to be an obedient neighbour, which can only happen under taliban regime.

Why should the Pashtuns in Afghanistan give away our historic land and join Pakistan? The same country that denied a portion of our land a name. The same land that has ruined Pasthunkhwa and Southern Pashtuns still are denied their identity or FATA lives under FCR. It is time we get out of these dreams. It is better we in Pashtunkhwa join our people in Afghanistan, baloch get freedom and sindh and panjab join n india.

Wazir Gul Mohmand was a famous Pashtun personality. He was a writer, soldier, and academic. Worked in the governments of Afghanistan. The point I was trying to make was that those few tips will be helpful suppose anyone has an idea of joining Pakistan. I was giving you all a heads up.
