  • India-Afghanistan strategic pact to be inked during Karzai visit

India and Afghanistan will sign a historic strategic partnership document during President Hamid Karzai’s visit to India next week. The agreement will build on the understanding reached between the two countries when Prime Minister Manmohan Singh visited Kabul in May. It will be Afghanistan’s first strategic agreement with any country.

While the agreement will include an Indian commitment to assist and train Afghan national security forces, the nature of such assistance will be determined by Kabul, sources said.

India is already running several training courses in India, and increasing the number of Afghan security officials in Indian academies. It may play a larger role in developing the Afghan police force.

The strategic partnership document will institutionalise regular dialogue at the level of the National Security Adviser, which will focus on cooperation in sensitive security aspects of the relationship. Like in other spheres of the partnership, sources said, New Delhi will not look to dictate the pace and scope of security cooperation, and would rather want Kabul to take the lead.

Karzai’s visit comes at a time when Afghanistan-Pakistan relations are strained. On Friday, in a statement issued in Kabul, Karzai mentioned India along with the US and Europe as future partners with whom it might “work closely” rather than trying to negotiate with Taliban groups.

“Despite three years of talks, coming and going, good intentions and efforts made by Afghanistan for peace and the initiation of good relations with Pakistan, the Pakistani government has not taken any measures for closing down its terrorist safe havens nor prevented training and equipping of terrorists on its soil,” Karzai said.

Afghanistan’s policy shift has been provoked by the assassination of former president Buhranuddin Rabbani. Initial investigations have apparently shown that the assassins came from Quetta, where they received training. Kabul has sought Islamabad’s cooperation in the probe, and is learnt to have passed on evidence through US interlocutors.

With US and NATO troops on pullout mode, New Delhi has intensified efforts to strengthen its partnership with Afghanistan. Singh’s visit in May was meant to lay the basis of this partnership. Both sides agreed to raise the profile of their relationship and negotiate an agreement.

Broadly, the agreement will have political, economic and people-to-people components, and will be piloted by a partnership council headed by the two foreign ministers. Several joint working groups will be set up in due course. Besides peace and security issues, the agreement will institutionalise regular consultations on forging common positions at the UN and other international bodies.

The Cabinet Committee on Security is expected to give its approval to the agreement ahead of Karzai’s arrival.

somtimes I really wonder why indians are so nice to Afghans and Punjabis not. Punjabis are actualy of inndic race the are the same peopel the only difrence is the religion, and becuase punjabis are muslim they should be closer to us than indians, but no they rather bring chaos to our country than help us, and india who is actualy totaly difrent is trieng to help not only afghanistan but also other neighboring countrys. Or I am thinking wrong.

^ I am sorry Emkhan if I ofended you, I didn't knew you were a punjabi. Bangladesh is indias neighbour I don't hear them complaining. The only nation in Asia who is complainning about India is always Pakistan. That says something about Pakistan. Peopel who are in power today in Afghnaistan are not my leaders I didn't chose them. They are corrupt and bad I know that. But even if they are bad the still don't interfir whith other countrys, but Pakistan is doing that all the time.

Why is that? India is out to 'get you'? Do they haunt you in London emkhan? or is this what you were taught in primary school? India is a secular nation, with a proud Muslim population. India is not devoid of terrorism, but it sure as hell doesn't have an assembly line like Pakistan does.

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

I am not a punjabi and I am not a pro punjabi.
Here in Pakistan we have a group of people who always blame America for their sufferings, You are one of them... You always blame Pakistan for your pains.
I tell them first clean yourself of the dirty, corrupt leaders and policy makers then bark on America and others.
Advice for you is to first clean yourself and make yourself so strong that no one be able to interfere in your internal matters. and please stop looking at India, they are using you against Pakistan.

Can't the same be said about Pakistan? What evidence do you have for these claims? Post Taliban, can you name any policies of India that might appear as if they are trying to swallow Afghans?

                        Thanks.

I don't blame India for my problems but I wonder and get pain when my brother finds solution of his problems in India rather than striving for standing on his own feet. It makes me sad.

The American existence has made India so sweet for the Afghans. The day they leave Afghanistan and there some ghairatmand govt comes in power in Afghanistan, you will see the real face of India... Didn't you see them when it was the Taliban era ?
