its funny because when afghanistan, iran, and tajikistan wanted to broadcast a common farsi language tv channel they came into problems. tajikistan didn't want the religious programing from afghanistan and iran, iran didn't want the sunni programming from afghanistan, and afghanistan didn't want the shia programming from iran.

There are people today who think that admitting God’s absolute greatness decreases the value and importance of humans in the creation, as if God and mankind are rivals competing in greatness and power. Meanwhile I feel that whenever our perception of God’s greatness increases, with it we become greater, because we are the creation of a great God.

So Tajiks will take Iranian money and support and flatter the Iranians with smiles and sweet nods of agreement about pan-Iranic brotherhood, but Iran will never achieve much in Tajikistan.
In Afghanistan, Iran will not even achieve the little it did in Tajikistan.
Iran has also lost its attempts to woo the Shia Azeris (the only other overwhelmingly Shia state in the world) due to Iran backing Christian Armenia over Shia Azerbaijan in the Armenian-Azeri war.* * * * * * * * * * * * * * * * * * * * * * *

I personally have no problem with Farsi or Farsi-speakers. For me as a Bangladeshi it is just another language like Arabic, Urdu (Indian language from Uttar Pradesh), or Turkish.
However I don't think Nokia Afridi feels the same way.

President Inaugurated New Hydroelectric Plant in Tajikistan
Written by Joao Peixe Thursday, 15 September 2011 00:15
On 12 September Iranian President Mahmoud Ahmadinejad along with Tajik President Emomali Rakhmon inaugurated Tajikistan’s new Sangtuda-2 hydroelectric power facility. Ahmadinejad said, "The Iranian and Tajik nations cannot be separated from each other and we will always remain beside the Tajik nation."
Iranian journalist Jora Yusefi said, "The Sangtuda-2 power plant is the second-largest Iranian project in Tajikistan. According to the contract, it will be fully transferred to Tajikistan after 12 years of use by the manufacturer. This contract, without a doubt, has better conditions compared to Sangtuda-1, which Tajikistan has signed with Russia, and this issue is very difficult for the large countries in the region that think of Tajikistan as their own in regard to its geographical and political situation. After the completion of this project, the Iranian government is considering building projects similar to this power plant on Tajikistan's Zarafshan River, which were previously supposed to be built by China but were cancelled due to pressures by the Uzbek Government," Iran’s Mashad’s Qods Online newspaper reported.
Six years ago Iran signed an agreement with Tajikistan to construct the 110 megawatt Sangtuda-2 hydroelectric power plant on the Vakhsh River in the Khatlon region, 99 miles south of the capital Dushanbe.

Tajikistan Invites Iranian Military to Intervene
September 26, 2011 - 3:29am, by Joshua Kucera
A couple of weeks ago, Iranian President Mahmoud Ahmahinejad visited Dushanbe, and Tajikistan's defense minister Sherali Khairulloyev made a statement that raised some eyebrows around the region:"Today, if necessary, the Islamic Republic of Iran's Armed Forces can reach Tajikistan in two hours, and if a military presence of the Tajik side in the similar plans and programs of the Islamic Republic is necessary, the representative units of Tajikistan's Armed Forces are also ready to travel to Iran," Khairulloyev said...Say what? The prospect of Iranian forces intervening in Tajikistan is certainly an intriguing one. (The prospect of Tajikistan's forces doing the same in Iran is clearly just a rhetorical bone thrown to Tajikistan's dignity; it has enough trouble defending its own territory, let alone that of Iran.)
"We support each other under any conditions and both friends and foes consider us as two friendly and brotherly countries," he added.
The website Asia-Plus asked a couple of Tajik analysts for their thoughts on what to make of Khairulloyev's statement, headlined "Tajikistan-Iran: Against Whom Are We Allied?" (in Russian, translation by BBC Monitoring):Abdugani Mahmadazimov, chairman of the Association of Political Scientists of Tajikistan: "Tajikistan has no enemies, neither among the neighbours nor among other countries. However, there are problems in some issues in the region, in particular the use of border rivers for irrigation and for energy purposes. These issues should be solved through talks, not involving the military forces of foreign states. Of course, Iran has a strong air force that it can immediately deploy....This last paragraph seems to be the key point. Just before Ahmadinejad's visit, Russian president Dmitry Medvedev made a visit himself, and announced that the two sides had reached agreement on Russia staying long term in the military base it has in Tajikistan. I recently met with Arkady Dubnov, a Russian journalist and expert on Central Asia, and he pointed out something crucial: while Medvedev made that announcement, his counterpart, Emomali Rahmon, didn't say anything about it. And there is no apparent agreement on the price that Russia will pay for the base, so in Dubnov's thinking, Rahmon's dalliance with Iran is aimed at Russia, telling Moscow that it has other friends who could protect it, too.
Theoretically, conflicts are possible. If we talk about a possible conflict between Tajikistan and Uzbekistan, the views of experts from both countries agree that this confrontation does not lead to a predominance of one side over another.... The most important thing is that Tajikistan has a large Russian military base, and it is in Dushanbe. If the theatre of military operations will take place in the capital, whether we like it or not, this military base will be involved in the conflict. They will be forced to intervene, even for a self-preservation instinct."
Saymuddin Dustov, head of the Indem foundation: "I believe that we have no particular threat from Uzbekistan. However, it is clear that Uzbek and Russian experts are constantly spreading rumours about a possible air strike on the Roghun hydroelectric power plant project, and possible military invasion of Uzbekistan. Of course, the military might of Uzbekistan exceeds ours, but the imposed guerrilla war does not allow them to be successful....
In general, we can say that the Tajik defence minister's statement has been a response to information and political pressure that the Kremlin has been putting on the ruling elite in Tajikistan over last six months. There is a massive information attack by Russian Defence Minister Serdyukov, Speaker Boris Gryzlov and members of the Russian State Duma, in particular, the latest CIS summit in Dushanbe shows with the participation of President Medvedev himself.
But if that was the message Rahmon was trying to send, its futility was exposed just a few days later. Tajikistan invited a small contingent of Iranian soldiers to march in Tajikistan's independence day parade, but when they tried to fly in, Turkmenistan and Uzbekistan blocked their airspace, according to a report on regnum.ru (in Russian). The Iranians were forced to reroute -- ironically, through Afghanistan, whose airspace is controlled by NATO and the U.S.. So if this arrival in two hours that Khairulloyev spoke of depends on the goodwill of U.S., good luck when the flight is for something more substantial than a parade...

Iran has been made to look like a clown basically.
The Tajiks care very little for Pan-Iranianism and will just use the Iranians for their own benefit, whilst keeping a healthy distance from them.
Russia is the dominant foreign power in Tajikistan.
However......
to the east lies the dragon.
The following happened in January.
Tajikistan's Foreign Minister Khamrokon Zarifi says his country has agreed to cede a land area of more than 1,000 square meters to China.
The Tajik minister said the nation's lower house of parliament passed a bill on Wednesday which authorizes that 1,112 square kilometers of Tajikistan's disputed land be ceded to the Chinese government.
Zarifi portrayed the event as a victory by saying that China had initially claimed more than 11,000 square miles (28,000 square kilometers).
“Tajikistan has been at odds with China for many years over the ownership of 28,412 square kilometers of land,” Radio Free Europe quoted Zarifi as saying.
This is while some Tajik parliamentarians, including opposition leader Mukhiddin Kabiri, have opposed ceding of any land.
“The land transfer is unconstitutional and represents a defeat for Tajik diplomacy,” Kabiri said.
According to reports, the ceded area of land contains some parts of Pamir mountainous region where Shia Tajik ethnic groups are residing.
The dispute between China and Tajikistan dates back to 130 years ago. The ceded land represents about 3% of the disputed territory.
China, with a land area of about 9.6 million square kilometers, is the world's third-largest country. Tajikistan, however, has an area of 142,000 square kilometers.
The dispute dates to the 19th Century, when Tajikistan was part of Czarist Russia.
Tajikistan and China share about 500 kilometers of common border.

Tajikistan should focus on trade with China and exports to this market of 1 billion.

Iran will not be able to go too far in Tajikistan in trying to promote Shiasm.
Tajiks speak the same language (more or less), and can find out more than others the true nature of the Iranian regime and its false claims for Islamic unity, in a country where mosques are destroyed and Sunnis are persecuted.* * * * * * * * * * * * * * * * * * * * * * *

Safawis won't get anyway in the region. This is not the Arab world e.g. Palestine or Lebanon where people are far away and can't speak the language, so Iranians can sweet talk with them false words of "taqreeb" and "ittihad/wahda".
In Afghanistan, Tajikistan people are linked historically and can speak Dari/Farsi. Pakhtoons are sons of Mirwais Hotak who destroyed the Safawis. Safawis can't get anywhere in Pekhawar, especially with the JUI and the Deobandis being so strong there.
Most of the Ayatullahs in Iran actually oppose the Tehran regime and do not believe in clerical involvement in government.* * * * * * * * * * * * * * * * * * * * * * *

u are right. it just goes to show that all this talk from the conference is rhetoric. u have 2 talib godfathers as well as a small talib delegation, and all the talk is about imperialism n whatnot, in a country where sunnis aren't even allowed a masjid in the capital. u have the talib godfathers hugging people like rabbani which is just ironic.
these people are too focused on the big issue which is western imperialism while ignoring the smaller problems. there are so many smaller problems though that they become larger than the big problem itself. all these people are delusional. There are people today who think that admitting God’s absolute greatness decreases the value and importance of humans in the creation, as if God and mankind are rivals competing in greatness and power.
