Easily, the Quranic verses of cutting off the hand of the thief and in regard to banning of interest. Those rules cannot be observed in a secular system devoid of Islamic law except of a secular state passes laws in accordance with those. So its foolish to say that the Quran does not outright detail a set of laws to be implemented by society when it so clearly does.
