Go beyond Tehran. Immediately see. Some Sunni women in the province of Sistan-Baluchistan wear the burqa.

If I'm saying that I've been to Iran it doesn't mean Tehran only. I've crossed the country twice and saw all big cities and even some small villages exactly at Sistan-Baluchistan. But I saw burqa only when I crossed Pakistani border at Mirjaveh-Taftan and reached one small village, and only on local women.

Perhaps you were not careful. I lived in Iran and saw Sunni women wearing the burqa. I have no grounds not to trust my eyes.
