I said hadd punishment for cheating (Adultery) requires 4 witnesses/pregnancy or self confessions. Some scholars don't consider pregnancy as proof. (source) (source)



However, doing indecent acts as you describe can get you the tazir punishments, which is at the judges descretion and can be anything from a fine to jail/lashing etc. depending on the severity of the crime.

I think you need to ask those countries. I mean, Iran's executed more people for adultery, than 1000 years of Islamic history have. One thing is certain, none of them come close to an Islamic state that practices the Shariah.
