  • Pashto academy merger

    Hi,

As many of you may or may not know, Mr. Azamat Hayat, vice chancellor of Peshawar University has decided to get rid of the Pashto academy and have it merged with one of his departments. He is against Pashtun unity and is pretty much in favor of a permanent border between lar and bar. Before we get into the emotional aspect of his decision, it must be noted that his decision is heavily influenced by his connections in Pakistan's armed forces.

I have set up a poll which is by request from a official who is directly involved with this dilemma. Please vote and show your concern about the elimination of the Pashto academy. Pashto academy served as a platform for young writers and poets to learn and write in their mother tongue.

If you have time, voice your concern via E-mail as well to the following:

A line[Durrand line] of hatred that raised a wall between the two brothers -Hamid Karzai

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

He's the Vice Chancellor of Peshawar Univ. now?
As a teacher in the Area Studies Centre for Central Asia, he was one of my [minor] sources for articles at the time of the Afghan war.
[I believe his first name is AZMAT - that's how he spelled it at that time.
      NOT important.]
I am curious about this topic therefore and will read the follow-up.
      That's a surprise, wow.

Admin Khan, one should be cautious in these matters... There seems to be some kind of rivalary going on between some high-ups of the Pashto academy and Pashto department.

          Hi Toramana,

I was contacted by one of the officials who wrote a nice little essay to me showing nothing but concern for Pashto, and how this is going to negatively harm it. To be honest with you, I am not that fluent with Peshawari politics and his message to me did not revolve around politics at all. It was a genuine concern for Pashtuns and Pashto.

PashtunForums being the largest on the web, our concerns do make a difference, and it's evident to me due to the amount of officials we have here from various organizations.

I was requested to make a poll, just to see what our community thinks about his decision. If you can enlighten us on the rivalry, we would all appreciate it.

Admin Khan, that is ok. I think this matter should then be seriously pursued. I am with you what ever you do. I hope other members also show concern.

By the way, the academic whose policy is under scrutiny here is DR. Azmat Hayat Khan.

He is most certainly educated. He is a Pashtun, of course, himself.

He is often consulted or called upon to speak at seminars or events regarding Afghanistan-Pakistan relations.

As I recall, he was a serious researcher.

About his politics, I have no information.

Just thought I would add this to the background of any discussion here.

One wonders whether cost-cutting - the perennial problem in any scholarly ambiance - may be driving this proposal to merge the two.

Admin Khan, this is the news from last year actually. Pashto Academy at University of Peshawar (UoP) has done tremendous contribution to Pashto language and literature, especially under Dr.Salma Shaheen, a renowned Pashto scholar, who remained the director of the Academy for some 30 years (I guess??).She herself has written more than 10 books and a number of research publications on the traditions, culture, life of Pashtuns. When I met her few years back at a conference, she informed us that USAID (or USA consulate in Peshawar) had agreed to provide funds for the preservation of rare manuscripts at Pashto Academy. She was still serving as a director then.

The problem started when Dr.Azmat Hayat, the VC of UoP, merged some 12 departments without getting approval from the incumbent directors of the departments last year. Dr.Salma Shaheen and many other moderate voices were against this merger for a number of reasons. So she got a stay order from court over the decision but I heard that her petition ws rejected and I just checked the university's website which shows that both Pashto Academy and Pashto Language department are under Center for Pashto Language and Literature.I heard she left the country.

The news article can give you some idea about the then situation:

PESHAWAR: Days after the controversial decision by the University of Peshawar (UoP) to merge various departments into a few institutions that triggered massive opposition from almost all the stakeholders, the newly appointed director of the recently established Centre of Pashto Language and Literature became expressive to defend the move.

In a widely circulated press statement, Prof Dr Rajwali Shah Khattak Tuesday said that the merger of Pashto Academy and Pashto Department along with some other departments into the Centre for Pashto Languages and Literature would go a long way in promoting Pashto literature, language and culture.

Former director of the academy, Prof Dr Salma Shaheen, who has secured a stay from the court against the decision, on the other hand renewed her resolve to utilise her resources and influence for protecting the academy. Talking to The News, she said that she was not concerned about her directorship, but it was her moral obligation to strive to the last for the protection of an institute where she has served for 30 long years.

Rajwali Shah termed the decision as innovation and bold one taken for the second time in the history of the varsity. For the first time a similar decision had been taken by former vice-chancellor Abdul Ali Khan. “And such a bold step once again needed a bold administrator which the university gets in the form of Prof Dr Azmat Hayat Khan,” the emailed statement stated.

Dr Salma Shaheen, however, remarked that the decision had not been taken at the right forum and no statutory body of the varsity had accorded approval to it. Hence, it was ultra vires to the university statutes, she added.

“Highly qualified professors, not any Tom, **** and Harry, were heading the 13 departments who had been duly appointed by the syndicate. How comes that they are relieved of their job with one stroke of pen,” she remarked.

Rajawali Shah claimed in the wake of 9/11 the entire world was focusing on Pakhtun land, culture and literature. In this situation, the Pakhtun soil needed strong research centres to promote its language and literature and falsify the wrong impressions about the land and its population.

Also, the already established Pashto Academy needed reinforcement to make it current and enhance research on Pashto classical literature and language. Thus, the academy and department were merged, he said.

Prof Dr Salma Shaheen, on the other hand, said that the academy had been doing a tremendous job for the last 60 years. It has made great contributions since its inception by producing great literati like Maulana Abdul Qadir, Prof Pareshan Khattak, Nawaz Tahir and others. She questioned the need for the merger. Does it mean what the academy was doing so far was wrong, she questioned.

Salma Shaheen said no scholar or academician would support the idea to wind up the academy. She said the Pashto Academy had been developed after great efforts and sacrifices. “It is too difficult to build an institution, and too easy to ruin it,” she argued.

The woman literatus said it was quiet shameful that the institutions of Pashto were being done away with during the government of the Pakhtun nationalists. She said the decision would affect all the departments merged into six institutions. It is also a matter of serious concern for the students. Whereas 300 students were earlier given admission in different department, now only 100 students would be admitted to the merged institutions, she pointed out.

At a time when there was a need for opening more departments, the existing ones had been reduced. The decision of merger of 13 departments into six institutions has been widely opposed by teachers and students of the university. Senior faculty members and heads of the merged departments held a meeting with the vice-chancellor and informed him of their concern.

Students from different organisations have staged protest demonstrations to condemn the decision. The Peshawar University Teachers Association has also convened a special meeting on the issue to voice concern against it.

MARDAN September 03, 2009 (Balochistan Times): Pashto Adabi Jirga Mardan in its meeting held under the Chairmanship of renowned poet Qamar Rahi (Tamgha-e-Imtiaz) has unanimously passed a resolution against the merger of Pashto Academy into pashto department. The merger of Pashto Academy is unfair and demanded that the order be withdrawn at once and its old position be reinstated. In the resolution it was also demanded of the government that pashto department be opened in Abdul Wali Khan University Mardan.
Meanwhile Ulasi Adabi Tolana Mardan and Pashto literary organization Qalam, Islamabad, also deplored the merger of Pashto Academy into Pashto department. Members of Qalam, Islamabad have urged provincial government to take notice of this development. They have also demanded that Pashto Department must be opened in Abdul Wali Khan University Mardan.
                This year....

Court rejects plea against merger of departments

PESHAWAR, May 27: The Peshawar High Court on Thursday dismissed a writ petition filed by former director of the erstwhile Pashto Academy, Prof Dr Salma Shaheen, challenging the merger of the academy with the Pashto Department by the University of Peshawar vice-chancellor.

A two-member bench comprising Chief Justice Ejaz Afzal Khan and Justice Mazhar Alam Miankhel pronounced the order after hearing the arguments of the petitioner’s counsel Abdul Lateef Afridi and the counsel for the university, Jawed A Khan. The assistant register (legal) of the university, Muhammad Riaz, also appeared before the bench.

The vice-chancellor of the university, Dr Azmat Hayat, had in August last ordered the merger of 13 departments into six institutes. The Pashto Academy was merged with the Pashto Department and renamed as Centre for Pashto Language and Literature. The impugned order was issued on Aug 17, 2009, and through it Dr Raj Wali Khattak was declared its director.

Abdul Lateef Afridi contended that the vice-chancellor had used his emergency powers mentioned in Section 13 of the University of Peshawar Act 1974. He added that the VC had overstepped his powers as there was no emergency for issuing the impugned order under the said act. He added that the said powers could only be exercised in cases of unforeseen threat or emergency.

Mr Afridi argued that under the said act only the university academic council was empowered to propose to the syndicate about restructuring or reconstitution of any department.

The bench inquired what locus standi the petitioner had in filing the instant petition. Mr Afridi replied that the petitioner was director of that academy.

He added that the said academy was a seat of learning and had been engaged in publishing books and promoting the Pashto language for the last five decades.

Advocate Jawed A Khan contended that the petition was not maintainable. He contended that the present petition related to the terms and conditions of the petitioner’s service for which she should move the service tribunal and the high court was not competent forum for that.

Mr Khan argued that the VC exercised his emergency powers as he wanted to minimize expenditure of the university. He added that the said order was not only related to Pashto Academy rather several other departments were also merged. The matter of other departments was referred to the syndicate, but the present one could not be referred as the petition was pending before the court.

He pointed out that the petitioner had herself proposed in July 2009 the merger of the two departments and her only grievance was why she was not appointed the director of the centre. He added that her main prayer was that she should be reinstated as director.

                      Some information about the Academy....

The Pashto language Academy was set up in 1955 with Maulana Abdul Qadir, a well-known scholar of Pashto Language, as its Director. The Academy has done tremendous service towards promotion of the Pashto Language and literature. It is not merely a publication body, it is an institute of research as well as the learned body for the development of Pashto Language and literature.

The study of the Pashtoon Culture, history, art and literature, both classic and modern, is also a major function of this Academy. Before the establishment of the Academy, there were no worthwhile standard literary works and the language was almost unfamiliar to modern world.

During the course of time, the Academy has produced about 537 publications consisting of classics, modern literature, criticism; scientific studies, translation, Pashto lexicon, research publications, booklets in basic Pashto and the Pashto Journal. The Academy has a specialized research library consisting of printed books, rare books, rare manuscripts, microfilms, audiovisual cassettes, tapes and photographs of scholars and poets. A Research Cell for broad-based work on the life and works of the warrior poet Khushal Khan Khattak has recently also been set up by the Government of Pakistan in the Pashto Academy.

After the death of Maulana Abdul Qadir, the scholars who headed the Academy included Mian Syed Rasool Rasa, Azim Shah Khyal Bokhari and Prof. Mohammad Nawaz Tair who made immense contribution towards the promotion of the Pashto language and literature. Prof. Dr. Raj Wali Shah Khattak who has given new life to the Academy by his hard-work day and night and Prof. Dr. Salma Shaheen, who is currently the Director of the Academy.

I am against of this decision....there are v less promotion and resources of Pashto language unlike others. Every nation tries to promote its language but only our Pashtuns do not like to promote our language and feel hesitation in teaching it to others.
