    Iran-Pakistan Trade on the Decline

Trade between Pakistan and Iran is at the lowest ebb, as Pakistan’s exports alarmingly plunged to $318 million in 2015-16 from $1.32 billion in 2008-09, confirming that the Preferential Trade Agreement between the two neighboring countries is no more functional.

Pakistan’s imports from Iran stand at about $280 million, a senior Pakistani official at Economic Affairs Division told The News.

Iran, which is the immediate neighboring country, has the trade volume of $18 billion with India even in the presence of US sanctions, raising eyebrows as to why Pakistan could not manage to keep trade with Iran at a reasonable level. Most trade between Iran and India is based on barter system and this model has failed in the case of Pakistan.

Top Pakistani decision-makers have decided to initiate trade diplomacy with Iran and to this effect, both countries are going to hold crucial talks in the meeting of Joint Economic Commission to be held on April 17-18. Commerce Minister Khurrum Dastgir will lead Pakistan’s side.

Pakistani banks still shy away from carrying out transactions with Iranian banks. The absence of banking channels is the single largest obstacle to enhancing the trade.

Nonetheless, State Bank of Pakistan and the Central Bank of Iran are also in talks for payment arrangements through banking channels.

The Preferential Trade Agreement stipulates that Pakistan extends tariff concessions to Iran over 320 tariff lines and Tehran grants concessions on 309 tariff lines.

Pakistan alleges that the PTA is being flouted by Iran by increasing unilateral tariffs on Pakistan products, saying Tehran has increased tariff on textile and clothing by up to 121%. It has also imposed the increase in import duty on leather, footwear, fruits, vegetables and rice.

According to the Pakistani side, Iran has slapped about 90%% duty instead of 44% duty agreed in PTA on Pakistani kinnow while it has maintained a ban on fruit imports from Pakistan since 2012.

Iran has yet to react to the Pakistani allegations.

Last year, Iranian President Hassan Rouhani visited Pakistan in March and agreed on a five-year strategic trade expansion plan with the aim of promoting bilateral trade to reach $5 billion.

Iran Named Afghanistan’s Largest Trade Partner in 2016: ACCI

Statistics by the ACCI shows that Iran’s trade value with Afghanistan for 2016 was $1.8 billion USD and that trade volumes between Afghanistan and Pakistan dropped

Afghanistan Chamber of Commerce and Industries (ACCI) on Sunday said Iran retained its position as the country’s largest trade partner for 2016.

Statistics by the ACCI shows that Iran’s trade value with Afghanistan for 2016 was $1.8 billion USD. However trade volumes between Afghanistan and Pakistan for 2016 dropped by $1.2 billion USD.

Iran’s exports to Afghanistan over the past year was estimated to be $1.8 billion USD, the ACCI said.

Meanwhile, the Ministry of Commerce and Industries (MoCI) said currently countries in the region and around the world are looking to expand their economic and trade cooperation with Afghanistan - except Pakistan.

Afghanistan trade volumes declined by 50 percent since 2013. But despite this Iran and Afghanistan’s trade volume has increased significantly.

Based on the ACCI’s statistics, trade volumes between Afghanistan and Iran is estimated to total almost $2 billion USD, with Pakistan at $1.3 billion USD, China at $1 billion USD, Turkmenistan at $700 million USD and with Kazakhstan at $500 million USD.

“Currently there are several countries who are willing to provide our needs, even they are prepared to give us subsidies on food items and export them to Afghanistan,” said ACCI CEO Atiqullah Nusrat.

The Afghan ministry of commerce and industries has said that trade volume between Afghanistan and Pakistan dropped over Pakistan’s moves to shut trade routes and strained relations between the two countries.

“We always tried to keep a balance while managing our needs of products so that we are not dependent on one or two countries,” said Musafir Qoqandi, spokesman for the ministry of commerce and industires.

Back in February, Pakistan closed its key crossings with Afghanistan. Fresh border restrictions by Pakistan apparently opened new doors of trade and commerce opportunities for Afghanistan and during this period. Afghanistan’s trade and commercial ties were expanded with Iran, Turkey, India and central Asian countries.
I know Iran and Saudi have been having their differences as of late. Pakistan is far more loyal to Saudi, than Iran.

Anyone think that that might be a factor in all this?

Lets me clarify on smuggling part. I myself thought I was pretty clear on my message, but apparently it isn't for certain people.

By smuggling I was referring to illegally cutting trees that doesn't belong to them or selling off precious metal and stones, by using primitive methods to mine them, like using dynamite. It destroys the metal/stones and make the value less. To top it off, they are unprocessed which further reduces the price.

It these things I mean by smuggling. I am not talking about smuggling potatoes, tomatoes. These are completely harmless smuggling that doesn't effect Afghans. Freeing the market will only reduce the harmless ''smuggling'' that apparently you guys are so focused on... What I am talking about is the massive deforestation that happening because of illegal timber thief as they are referred to, that sells Afghanistan's natural resources to Pakistan for practically free. A real massive problem harming the nation. Both environmentally and economically.
And don't get me start on the illegal guns sold off to Pakistan. We are talking about our military weapons sold to Pakistani market.

What we need is to completely seal of the border with Pakistan. This shall be our nations highest priority, and it cant be done faster.
Don't quote me or speak to me if you hate Afghanistan, you be ignored.

People with identity crisis will be ignored as well.

Now lets proceed to my next point and why we should seal of the border.

One should ask; what makes a good ally. What factors play in creating allies and what determines that it is ever lasting. These questions are often undermined and not thought through at all. It is a trump card above all trump cards, you guess it... exactly, its TRADE.

Afghanistan is wasting all of its potential to create long term allies, by trading with and through Pakistan. We are wasting a nations biggest trump card on trading with a hostile state. We know it, they know it, everyone knows that Pakistan is hostile toward Afghanistan and will remain so regardless. So why are we wasting a huge political potential with Pakistan... Its plain simple, its stupidity.

The best course of action by Afghanistan would be to completely seal the border with Pakistan. Not allowing trade with Pakistan, not allowing Pakistanis to enter Afghanistan and not allowing Pakistani goods to enter Afghanistan. This practice shall be done for at least a decade. Afterward it shall be reviewed whether the Pakistani mentality have changed, if not, then proceed with the ban. We shouldn't make Iran our main trading partner, but only trade through Iran for our main trading partner India. The reason is quite simple. Iran is a priestly state and our trading will not effect their stance on us. So instead we should focus on integrating into the central Asian market. Central Asia and India shall become our main trading partners.

By integrating into central Asian trading sphere, we will be strengthened politically. Right now we are just a gate away to central Asia, but by integrating into their market. We will become the desired destination.
Is that all? certainly not. As I mention previously, trade is the biggest trump card for alliance or good relation. Good relation with central Asia isn't just central Asia, but also Russia. Right now Russia is cozying up to Taliban. This will certainly not be the case if our main trading partners were central Asia. If anything, there will be a huge support for the central government.

This all sounds good on paper but what is the "Central Asian market" ? The region isnt an integrated economic area and all of those countries are run by Soviet era mafia cliques.

Tajikistan has nothing to offer its own people thats why all the men flee to Russia. Kyrgyzstan is also poor. Turkemenistan is isolationist. Uzbekistan is unreliable and also isolationist and has problems with Tajikistan and Kyrgyzstan. Only Kazakhstan is stable and prosperous by comparison.

The problem also is that all of those countries look down on Afghanistan for what they think is being too "Islamic" and too close to Pakiland. They are scared that opening up to Afghanistan will by extension open up to Pakiland. Nobody in Central Asia wants to open up to 3rd world Islamists and South Asian migrants (pakis). They are all trying to get rid of their own Islamists in fact.

Until the Taliban are eliminated and Afghanistan no longer has the image of being a hub of religious extremists and fanatics i dont think any other Central Asian state is going to seriously do business with Afghanistan. This is not the fault of Afghans. Afghanistan's southern Dravidian neighbour has had a lot of success since the 1980s in drawing Afghanistan politically and economically into South Asia against the natural order of things. Even culturally to some level.

It is probably one factor out of many. Another factor is that Iran is hyper sensitive to illegal immigration from Pakiland and cracks down harder on paki migrants than it does any other nationality illegally on their soil. Pakiland is also the only country sharing a border with Iran that Iranian border police will regularly shoot to kill trespassers instead of trying to capture and detain them.

ISLAMABAD: Iran is deporting 20,000 to 26,000 illegal Pakistani immigrants every year, a senior official of Federal Investigation Agency (FIA) has said.

“Iran had deported more than 26,000 illegal immigrants of Pakistani origin after a brief detention. All of them were intending to reach Europe via Iran, Turkey and Greek, with the help of human smugglers,” the official said.

Confirming the information, an assistant commissioner of Balochistan’s city of Taftan said such deportation has “become a normal exercise for us”, adding that every day a large number of Pakistanis are being deported.

Capt (retd) Meharullah Badeni told The Express Tribune that on average five to 100 illegal immigrants are handed over to our authorities by Iranian security guards almost daily. “On August 1, we received 156 Pakistani citizens who had sneaked into Iranian territory illegally from different bordering areas.”

Most of these people cross from Mashkail, a bordering district of Balochistan during night, Badini says. He added that many illegal immigrants had lost their lives while attempting to enter into the neighbouring country in the recent past.

Commenting on the matter, a local journalist said the recently these illegal immigrants were shot dead by the Iranian Border Guards without any warning as soon as they violated the Pak-Iran boundary.

Sultan, an assistant director of FIA, told The Express Tribune that the Iranian border guards never let these illegal immigrants spread who cross borders during night.

Iran and Pakistan have been discussing the issue of illegal immigrants but the situation remained unchanged, Sultan who also attended one of the meetings, regretted.

The FIA has also arrested over 5,000 people from different bordering areas of Balochistan last year to foil their attempted move to slip into Iran through human smugglers, he added.

                Fatal attempt

The killing of another Pakistani Zubair Ahmed, 25, on August 1 inside the Iranian territory by the border guards, was also treated as a routine matter by the officials after they received his body by the authorities of the other side at Taftan Gate later in the evening.

Zubair, hailing from Gujranwala had entered into the Iranian territory around afternoon from Mashkhail, the assistant director said.

Many of such illegal immigrants who had managed to reach Iran were arrested in Turkey and Greek early this year and were deported to back to the country. A group of 27 illegal immigrants who were detained in Turkey were deported by air to Islamabad early May.

Iranian security forces deported 71 Pakistanis and handed over them to the Levies force at Pak-Iran borders in Taftan area of Chaghi district on Monday.

The Levies officials said these Pakistani workers had been apprehended from different parts of Iran by Iranian security forces because they were living there without proper traveling documents.

They would be handed over to Federal Investigation Agency (FIA) for further interrogation after completing initial inquiry, the officials said.

A report quoting statistics issued by the FIA last month revealed that nearly 250,000 Pakistanis were deported from various countries during the years 2012-2015.

The "Labour Migration from Pakistan: 2015 Status Report" showed that a total of 242,817 Pakistanis were deported over the time period, according to the FIA's deportation statistics.

The year with the highest number of Pakistani deportees is 2014 with 73,064 deportees, whereas 2010 has the smallest number at 46,032.

Irregular Pakistani migrants deported between 2012-15

                Saudi Arabia: 131,643
                United Arab Emirates: 32,458
                Iran: 28,684
                Oman: 17,248
                Greece: 14,145
                United Kingdom: 9,778
                Malaysia: 8,861

The report said that around 513,231 individuals were deported from different countries from 2007 to June 2015, suggesting an upward trend over time which may be indicative of an increase in the human trafficking and smuggling of migrants.

A study by the United Nations Office on Drugs and Crime (UNODC) has found that the majority of irregular migration involved migrants originating from Punjab, especially from Gujrat, Gujranwala, Mandi Bahauddin, Dera Ghazi Khan, Multan and Sialkot.

Iranian authorities handed over more than 35 Pakistani immigrants to the Federal Investigation Agency (FIA) at Taftan border in Balochistan, Radio Pakistan reported on Saturday.

According to official sources, these immigrants were living in Iran without legal documents.

Meanwhile, law enforcement agencies (LEAs) claimed to have arrested at least eight criminals along the Pak-Iran border in Mashkail area after recovering arms and ammunition from their possession.

In August 2016, at least 63 Pakistani nationals were handed over to Levies Force at Taftan border, arrested from different parts of the country for staying illegally.

Pakistanis living in Iran illegally or trying to enter the territory without proper travel documents are caught every year by the Iranian security forces.

Iran, as per a senior official of FIA, has been deporting some 20,000 to 26,000 illegal Pakistani immigrants every year.

Because Central Asia is cleaner, healthier, prettier and more dignified than Pakiland is.

This is true. All of the Baloch militants groups that are at war with Iran are based in Pakiland and are sheltered by Paki army and ASWJ. That is why BLF, BLA and BRA have nothing to do with JeA and AF.

But looks like some other Baloch are defecting to Iranian side against Pakiland according to Paki media. Paki media is even accusing Iran now of anti-Paki espionage too

                            Deeper and darker: A Pakistani gangster's Iran connection | Pakistan - Geo.tv

KARACHI: On Tuesday night, the media wing of the Pakistan military announced on Twitter that it had taken Uzair Jan Baloch, an alleged gangster from Karachi's Lyari area, into custody.

Baloch, read one of the tweets, was "leaking sensitive security information to foreign intelligence agencies."

News of the collusion first emerged last year when the notorious gangster confessed to a Joint Investigation Team (JIT), set up by the Sindh Government, that he had been in contact with Iran's spy officials.

How old is Baloch's Iran connection? Geo.TV maps his ties with the neighbouring country, as revealed by him during interrogation:

                            Birth certificate:

The mobster was born on October 10, 1977, to an Iranian Baloch in a neighborhood of Lyari. During last year's judicial investigations, Baloch disclosed that one of his aunts was permanently settled in Iran and was a dual nationality holder of Iran and Pakistan.

In 1987, she obtained photographs of her criminal nephew in order to make his fake birth certificates under the name of her deceased son, Abdul Ghani, who had died seven years ago at the age of 14.

This was a time when it was not mandatory for Iranian birth certificates to have a picture; therefore, forged documents could be easily made by a simple cut and paste.

                            Iranian NIC and passport:

In 2006, during an operation against the gangs of Lyari, Baloch along with his cousin Jalil fled to Iran. There he applied for an Iranian National Identity Card and passport, which was again managed by his aunt.

                            Renewal of fake Iranian passport:

It was around the end of the decade when Baloch's Iranian passport expired.

Along with his associate Abdul Samad, Baloch returned to Iran via road and was able to renew his passport through the help of an Iranian friend, Sabir alias Sabri.

                            Meeting with Iranian intelligence officials:

In 2014, after the paramilitary operation began in Karachi, Baloch was living with his friend Malik Baloch near Chabahar, Iran. There the notorious gangster first came into contact with an individual named Haji Nasir.

Baloch revealed that Nasir was a resident of Tehsil Mand of the Balochistan's Kech district and was a dual national of Pakistan and Iran. He was settled in Tehran and owned business and property there.

According to the investigation, Haji Nasir offered Uzair Baloch to relocate to Tehran where he would be provided with a bungalow to reside in. He also told the Pakistani gangster about his close ties with Iranian intelligence officers and offered to make an introduction.

With Baloch's consent, Haji Nasir arranged a meeting with the spy officials, who asked him for information about the Armed Forces of Pakistan, including intelligence officials, and details of sensitive installations and offices.

He was also asked to brief them about the general security environment of Karachi.

Haji Nasir's name popped up again in a joint investigation report of Ahmad Saeed alias Saeed Bharam, an MQM activist arrested by the security officials of the United Arab Emirates in March 2016. During investigations after his arrest, Bharam confessed to his connections with Nasir and of interactions with Iranian intelligence officials.

Iran not supporting terror in Pakistan: Embassy

ISLAMABAD - Iranian embassy in Pakistan on Friday said that Iran was not involved in promoting terrorism in Pakistan as the two countries enjoyed historic ties.

A spokesperson of the embassy, while reacting to the speculations of Iran’s terror links after the arrest and conviction of Indian spy Kulbhushan Jadhav said that Iran “strongly rejects unfounded rumours being circulated in the media during recent days about linking the activities of some miscreants with some Iranian organizations.”

In a statement released by the embassy, the spokesperson added: “Iran deems that dissemination of such baseless matters has the objective to tarnish the public opinion and [was] contrary to the spirit of friendship and brotherhood [that exists] between the two nations.”

Earlier, former German ambassador to Pakistan Gunter Mulack claimed that Kulbhushan Jadhav was caught by Taliban in Iran and then allegedly sold to Pakistani intelligence agencies.

The German diplomat however later said that he could be wrong in this regard because what he stated was on the basis of hearsay. Pakistan and Iran also see the Saudi-led military alliance against terrorism differently.

The Saudi-led alliance – to be led by former army chief Gen Raheel Sharif - was formed by Saudi Arabia in December 2015 with its headquarters in Riyadh.

Iran had objected to the formation of the alliance fearing it was a Sunni-alliance rather than a Muslim alliance.

But Pakistan has told Iran it will not become part of any grouping against Iran as it believed in close ties with its neighbour.

Islamabad has been trying to convince Tehran that the Saudi-led military alliance was not sectarian.

This month, Foreign Secretary Tehmina Janjua said that Pakistan had no tension with Iran, adding the Saudi-led military alliance was not against any country but terrorism.

Janjua said there was no change of policy on relations with Iran and Saudi Arabia.

“Pakistan has the same policy. We have no border issues with Iran and our border with Iran is friendly,” she said.

The Iranian embassy spokesperson said: “It goes without saying that such untrue stories are not commensurate with trajectory of expanding bilateral relations in all spheres between [the] two friendly and brotherly countries of Iran and Pakistan.”

In Tehran this month, Iranian Foreign Ministry Spokesperson Bahram Qasemi had condemned the recent wave of terrorism in Pakistan.

Qasemi said that as long as long as a number of regional states sought their interests in spread of instability, terrorism and extremism, “there would be no hope for rooting out the cancerous tumour of terrorism.”

Also, as economist Kaushik Basu says: "For a nation to progress it is important for people to spend time on science, mathematics and literature instead of spending time showing that 5,000 years ago their ancestors did science, mathematics and literature."
