14% is the %age of soldiers from KPK not Pashtuns. If you are from KPK but a Punjabi, you would be considered Pashtun. Same goes for Punjab, there are around 20-30m Pashtuns in Punjab alone - 7m in Karachi (not including all of Sindh) and 40% of Balochistan is Pashtun. Taking into all of that account i'd say Pashtuns make up at least 30-40% of the military - this is also evident as Pashtun culture is deeply embedded within the army. Pashtun phrases, dances, poems and ect... are well known in the military.

On more serious note... Pakistan blames Afghanistan after the ISI and MI proxy elements such as LeJ, LeT, JeM etc conducted the recent attacks in Pakistan. With such allegations, Pakistan intends to achieve the following:
1- They want to influence policy making at a crucial time in the US when the Donald J. Trump administration is revisiting the strategy to counter terrorism in the region. They aim to distract the US from the fact that Pakistan is a safe haven for terrorists. Through recent house arrest of Hafiz Saeed of LeT, Pakistan once again tries to pretend that they have changed their policy.
2- Once again, Pakistan intends to play the victim card, as they continue their game of deception.
3- They intend to make FATA part of KP. As part of their plan, they aim to justify the closedown of the Durand Line
4- As the 2017 is a crucial year for Pakistan's proxy elements in Afghanistan, they intend to justify/legitimize their interference in Afghanistan.


In the final analysis …the reaction of Punjabis proves the artificial nature of Pakistan as nation and the importance of taking the intelligent/proxy war to Punjab if there is any chance of pressuring Pakistan to stop using terrorism as arm of their Afghan policy. Just like during PDPA when Pakistan was instructing Mujahdeen to blow up electricity polls, bridges, factories and---Kabul must burn policy of Zai Nahaq…same policy must be utilized against Punjab.
