It is even more than 14 years. Taliban is now 20 years old and before that Pakis were pushing Hezb-e Hekmatyar to create chaos in Afghanistan.

In the 1990s Paki establishment openly praised Taliban rule would bring stability to Afghanistan but this same Paki establishment has always been staunchly opposed to this very same Taliban style "stability" and rule for their own country, especially for Punjab.

Why these pakis say it is OK for for Taliban law and rule over Afghans but are against such law and rule for pakis?

Pakis wanted Afghans to live without television, music, dance, culture (Taliban banned all these in 1990s) but for Pakis they wanted to have their mujra, paan, bhangra, heera mandi and all else for so-called "Islamic" pakistan.
