People from the village go to the city to do commerce and other things. Since my dad is from Ghazni, Andarr is RIGHT Under Ghazni District where the City is located; Most people in that region are Bilinguial

It's in more remote areas where not as many people speak Dari.

i have significant family in Andar, your average villager may be able to put together a half ass conversation in Farsi but people are not fluent like that, amongst Pashtun villages that is

Abbasin and Comrade are right, Afghanistan isn't a Nation State

it's a backwards remnant of a feudal Empire left over by an opportunistic Chieftan who served as a lackey to a Persian speaking Turkoman warlord, who he joined to help attack the Ghilzai Pashtuns and drive them out of Kandahar Then he went massacring people. looting and allowing his men to rape women from ethnic and religious groups other than his own. And later left it for his descendants to squabble over various fiefdoms in a wrestle for power against each other.
