Why Abdul Ghaffar Khan was not a good leader for Muslims

Do you know what Quran says about this matter. Allah says a non Muslims can never be better than a Muslim.

au der kitabona ma waya dimagh ba de kharab shi. quran majeed hom kala na kala study kawa.

please qoute the verse, also I think that only applies to actual practicing muslims, not people who are just muslims by name only.

you could do a lot worse than ghaffar khan. he is certainly better than any leader that has ruled afghanistan or pakistan in the last 50 years. the difference between him and others is that he was respected, not feared.
