Since the Taliban have sanctuaries in Pakistan, it was important to discuss the issue with Islamabad to have peace and stability in Afghanistan, the Presidential Palace said.
Addressing the National Ulema Council late on Friday, President Hamid Karzai said the only way to bring peace to Afghanistan was to talk to the Pakistani government, a statement from the president's office said.
Peace parleys with the insurgents, supported by Pakistan, would be meaningless as long as Islamabad did no lend its weight to the reconciliation effort, Karzai said. "Burhanuddin Rabbani, the chairman of High Peace Council, laid down his life for the cause of peace."
The Ulema Council extended condolences to the bereaved family and relatives of Rabbani and condemned his assassination. They also issued a declaration, calling for a new approach to peace and stability to the country. It should be determined who to make peace with.
"Tribal elders, religious scholars, children, women, students and civilians are killed in blasts and suicide attacks every day, causing hatred and disgust among the people," the declaration said.
Jihadi leaders told the president the Taliban were not independent in decision making, and that they played into the hands of the Inter-Services Intelligence (ISI).The Afghan government, therefore, must talk to Pakistan to resolve the issue, they insisted.
