  • The Uneasy Air Over Waziristan

Will America really force a confrontation on the country over the Haqqanis?

As Washington and Islamabad remain engaged in a verbal duel over the Haqqani network, there are many who wonder about the kind of retaliatory action America could take against Pakistan. Could the Americans launch a ground offensive in North Waziristan? No, says analyst Dr Hassan Askari Rizvi, who believes America’s threats are more rhetorical than practical. “However, as a domestic damage control exercise, the Obama administration may order aerial bombings in North Waziristan,” Rizvi told Outlook.

“Though there are echoes of Pakistan building ties with China, there is no surety if China will agree to totally replace the US.”Dr Ayesha Siddiqa, Defence analyst

Aerial bombings, Rizvi feels, could involve helicopters or fighter planes. The Pakistani air force has the capacity to shoot down choppers—and such incidents could then be blamed on the Taliban. “Fighter planes, though, would be hard for Pakistan to combat,” says Rizvi, “and I, therefore, think Pakistan would avoid a direct military confrontation with the Americans.”

Should such surgical attacks happen or there’s a spurt in drone attacks, defence analyst Dr Ayesha Siddiqa underlines the worry, “The risk with all of this is that the ghq may feel itself pressured to respond.” This is because Pakistan’s strategy till now has been to convince the Americans to negotiate with the Taliban and cite public opinion as the reason why Islamabad can’t change its policy in a way that appears to accommodate Washington. The public opinion will therefore demand that Gen Kayani and his team must respond to any attempt of the US to intensify the existing conflict.

“PAF can shoot down choppers but not US fighter planes. That is why Pakistan will avoid direct combat with US.”Dr Askari Rizvi, Defence analyst

A chain reaction will inevitably set in, goading the Americans to scale up the conflict even further. Siddiqa told Outlook, “Will a Pakistani reaction result in a higher counter-offensive by Washington? Or will there be economic sanctions against Pakistan which are bound to exacerbate the problems the country already faces? Though one hears echoes of Pakistan building up relations with China even further, there is no surety whether Beijing will agree to totally replace the US or gradually turn Pakistan into something similar to Burma, Cambodia and other Asian allies.”

Rizvi, though, thinks that Islamabad would prefer to use diplomatic channels in case of an American military intervention. The Pakistani leadership has already embarked on this course, meeting the Saudis and Chinese. “Alternately, it could suspend the NATO military supplies via Pakistan, like it did following the May 2 killing of Osama bin Laden,” says Rizvi.
Brig (retd) Aslam Ghumman, a former director-general of the Punjab chapter of the ISI, is sanguine, though. He is convinced that the Americans would never launch military action inside Pakistan as such a precipitative action would be counterprodutive. It would also widen the theatre of America’s engagement beyond Afghanistan, from where it anyway wants to cut its losses and leave.

      • Though targets were hit throughout Yugoslavia across a mix of target types (for example, airfields, command and control sites, barracks, andheadquarters, particularly of the special police), the initial focus was almost exclusively an effort to neutralize the Yugoslav air defense system. In the first day, NATO hit fifty-three targets, largely air defenses and radar sites.5.........By the end of the conflict, NATO had attacked over 900 targets.17

Pakistan is far bigger than Serbia, however Balochistan, 44% of the territory is mainly desert and basically lost to Pakistani federal control.
It does however host Pakistani barracks and sites for testing their nuclear missiles.

War-ravaged Pakhtunkhwa (KPK+ FATA) is relatively small and saturated with Pakistani military.

Punjab is the heart of Pakistan, and where the Pakistani military is based.

        Yugoslavia was 113,000 sq km.

        Pakistan is 796,000 sq km.

        Punjab is 205,000 sq km.

The Pakistani military is primarily based in northern Punjab and Khyber-Pakhtunkhwa e.g. HQ is in Rawalpindi, main military academy in Kakul (KPK), Abbotabad has a big garrison.

An older map (US troops have essentally left Saudi now) but are in Iraq now, which is not pictured above.

        • What the last map above does not also show is the thousands of:

          - Regular US military personnel there, including in military bases in Pakistan.

          - US black water mercenaries in Pakistan.

          - CIA (no officially confirmed and not a "conspiracy theory") personnel.

All of whom are in Pakistan which is, as Gadoonwal correctly pointed out, more of an occupied state than Afghanistan is.

David Ignatius reported on Monday that Islamabad had approved visas for 87 CIA personnel for deployment in Pakistan. But official sources told Dawn that all visas had already been issued.

This brings CIA’s strength in Pakistan to what it was before January when relations between the two agencies nosedived after a CIA contractor Raymond Davis was arrested in Lahore for killing two Pakistani citizens.
          July 2011, http://www.dawn.com/2011/07/19/cia-s...-restored.html

This 87 CIA terrorists allowed in the country was a few months after the Pakistani regime ostensibly asked for many CIA personnel to leave.

335 personnel are being asked to leave the country — a figure said to represent anywhere between 25 and 40 percent of the number of foreign spies and fighters in the country. This request was relayed by Gen. Ahmed Shuja Pasha, DG ISI, at a meeting with CIA director Leon Panetta and Chairman of the Joint Chiefs of Staff Adm. Mike Mullen in Washington.

There are thousands of Blackwater troops in Pakistan.

Jamiat Ulema-e-Islam (JUI-F) leader Maulana Fazlur Rehman has said that as many as 9,000 Blackwater personnel were present in Islamabad, adding that the strength of capital police is 7,000. While talking to a private TV channel in Lakki Marwat, Fazal said that destability facing the country was caused by weakening of the democratic government. He prayed that those elements should take over the government who were against abuse of power. He deplored that Blackwater has unleashed Taliban-like reign of terror in Pakistan.

NWFP Senior Minister Bashir Bilour admitted on Saturday that the US private security company Blackwater is present in Pakistan and is operating in the NWFP as well as other areas. Bilour said that Blackwater was engaged in guarding US consulate staff and foreign NGO workers.

So there are more American mercenaries in the capital of Pakistan, than Pakistani policemen "protecting" the capital of the nation, according to a politician who a few years ago ran two provinces of Pakistan (Fazlur Rahman whose JUI was the main faction in the MMA which ruled Balochistan and Khyber-Pakthunkhwa until the last elections).

Karzai is called the "mayor of Kabul" by Pakistani nationalists, but what is Pakistan then?

          • Black water personnel.

There may not be 9,000 black water personnel in Islamabad, let alone the whole of Pakistan. However Pakistan is a country with no self-respect and honour, where Muslim Pashtuns ("Pakistanis") are killed weekly by US drones.

Despite this Pakistani nationalists claim that they are the most powerful Islamic country in the world, the only "Muslim" nuclear power, the 7th most powerful country on earth and ready for war with the USA including bombing American cities with nuclear missiles.

None of the above stops them from living off, and surviving off, billions of dollars of US handouts or "aid".
