daoud never had plans, there was talk about it prior to his rule in order to rise the masses. but when the only people talking about it are non pashto speaking kabulis in suits, it becomes a joke. not to mention that afghanistans relations with pakistan were better than ever once daoud came into power with his communist pals and the pashtunistan issue was dropped completely.
