  • Ethnic Militias Fuel Tensions in Northern Afghanistan

    By MARIA ABI-HABIB

MAZAR-E-SHARIF, Afghanistan—Government officials in northern Afghanistan are building up their own ethnic-based militia groups to expand their influence and keep the Taliban at bay.
But the spread of mostly Tajik and Uzbek militias is aggravating tensions with local Pashtuns—the country's largest ethnic group but a minority in the north—some of whom say they are being driven to turn to the Taliban, a largely Pashtun group, to defend their interests.
Militias Pose Problem for Afghani Pashtuns

Bryan Denton for The Wall Street JournalAbdul Ghafar, front, in a Mazar-e-Sharif hospital in February. Mr. Ghafar, says militiamen shot him and killed his son in order to seize his land.

The Taliban insurgency only flared up in the north over the past year, using scattered Pashtun villages as its bases, as Afghan security forces and the North Atlantic Treaty Organization focused their attention on more dangerous parts of the country. The private militias began appearing around the same time, their numbers surging ahead of parliamentary elections in September and growing significantly in recent months.
What has followed has been a buildup along the fault lines of the country's civil war of the 1990s. "Nobody wants to be the weakest one around, when the insurgency is consolidating itself and rivals are getting stronger," said Martine van Bijlert, a senior researcher with the Kabul-based Afghanistan Analysts Network.
The governor of Balkh province, the Tajik former warlord Gen. Mohammed Atta Noor, runs at least two such militias, in districts close to Mazar-e-Sharif, the provincial capital and northern Afghanistan's largest city. These groups are separate from the U.S.-backed, and more closely supervised, village defense forces known as the Afghan Local Police, or ALP.
Gen. Atta said the militias were needed to secure Balkh because President Hamid Karzai's government rejected his requests for ALP units, and refused to increase police and army ranks in Balkh.
Central government officials say Afghan forces are spread too thin to increase deployment in the north. Mr. Karzai has publicly called for the dissolution of all irregular militias like those run by Gov. Atta.
In a sign of these militias' growing dominance, in Balkh province's impoverished Chimtal and Charbolak districts, the 452 militiamen affiliated with Gov. Atta outnumber the 280 policemen, according to police figures.
Some Pashtuns in the north say the militias prevented them from voting in September, whittling down their numbers in the current parliament, an allegation northern officials deny.
In addition, police reports and witnesses say militia members regularly rob Pashtun villagers. In one case, a tribal elder says militiamen shot him and killed his son to seize their land.
Some Pashtuns say the Taliban wouldn't be thriving in the north if the private militias didn't abuse Pashtun residents. "When they patrol, they say they're there to fight the Taliban," complained Tajdin Khodam, a 20-year-old Pashtun who is studying to be an Islamic scholar in Balkh. "But their very presence has created the Taliban." Mr. Khodam said militiamen flaunted their affiliation to Gen. Atta to force farmers to hand over livestock, and forced village women to make them winter clothes.
Gen. Atta dismissed such complaints. "The people who complain about militia are people who have links with the Taliban," he said. Mr. Khodam says he has no links to the Taliban.
The chief of Gen. Atta's militia in Charbolak, an ethnic Uzbek man known as Cmdr. Lal, said there is discrimination among some militias against Pashtuns, "but not in my group."
The militias use their own weapons and don't receive any salaries, Gen. Atta said. Militias make up for lack of pay, some Pashtun residents say, by the pillage of Pashtun villages.
From a hospital bed in Mazar-e-Sharif, 56-year-old tribal elder Abdul Ghafar spoke in hushed tones about the militiamen who shot him and killed his son to take control of their land in September. "There's no justice for people like me. I've asked the government to arrest these men and bring them to court, but nothing's been done," he says.
Mr. Ghafar says he has no affiliation with the Taliban.
Asked about the case, Balkh police chief Gen. Esmatullah Alizai, an ethnic Pashtun, said "I worry that these militias abuse their power but have a close relationship with powerful people in Mazar and have protection."
In addition to Gov. Atta's militias, similar irregular forces have been created by officials of the National Directorate of Security and police chiefs in the north, according to Western and Afghan officials. NDS and local police officials denied running militias.
The commander of all ministry of interior forces in the north, Gen. Mohammed Daoud Daoud, says he frequently uses these irregular militias in his operations against the Taliban. "The NDS built all these militias," he adds.
While militia sponsors in the north want these groups to be folded into the ALP program, something that would provide American backing, coalition officials resist the idea.
"If you took the armed groups in the north and tried to convert them into ALP, they wouldn't qualify," said a senior international official knowledgeable about the ALP program, describing many of these men as thugs who would stir up ethnic tensions. "I've told the Afghans: They're not our militias."

I guess it doesn't matter does it? Ismail Khan is also Pashtuwan from father and mother side yet still considered anti-Pashtun. these minor wars between warlords is something political despite Pashtu speakers are 35% of Balkh province and i have to admit city of Mazar-e-sharif itself has almost no Pashtuwan at all maybe 10-25% yes their roots to pashtun could indicate 40% but lingustic wise only 10-25% but overall things go wrong in the villieges outside from the city. I have to say this despite Balkh province is 35% Pashtu speakers its 50% or majority are Dari speakers and Uzbeki 15%, Turkic backround surpasses 35% or maybe 40%. That number of race differences means these things could be serious, but i personally don't believe in such BS maybe there might of been another over land. Cause Pashtuwans are majority of land owners in Balkh Province, in 1800- to early 1900 their land was bought by the Government and given to those who had no home and came from Turkistan immigrants of wars and basmachi. In recent years many of themPashtuwans who went to other provinces or pakistan and once they returned to their land it was farmed and settlements build upon by men of Atta and that results in conflicts not new dates back to 2002-2004. Many people are not aware and put blind eye and make this a ethnic war but the fact that this war is very much tribe or land owner vs Mohammad Atta who owns whole of Balkh.

If his mom's family knew what Pashtunwali was they wouldn't have married him to his father.

Oh please what u know of his father? Back in old days these things mattered less because everyone knew pashtunwali talk about intermarriages in new times. I am sure she had no rights but rather it was her pashtun father who got her married. Despite all I am married to a daughter of hottak and so my wife's family should of rejected me because I am not pashtun? Or is it because they are not pashtun at all? Brother we don't know much about old days try not to blame others but if any blame your-selves for as its the pashtuns themselves who preferred to forget their mother tongue.

I personally am fine with intermarriages; in Islam they're fine, in Pashtunwali they are not. Some families follow Islam more than Pashtunwali.

I do not consider Atta's wife a Pashtun. I meet his brother in law in mazaar and he couldn't speak pashto with me. what kind of a pashtun is that.

The truth is that ata is a tajik nationalist and his actions in the last 10 years has proven this. when you enter mazaar today u think you are in tajikistan not afghanistan.

I doubt his mum was a pashtun.

LOL, and we are also supposed to believe Spanta is a pashtun HAHA. I never heard such a name in my life. umm, snd Ismail Khan is Tajik.

The point is it doesn't really matter. This ethnic talk is fueled by a bunch of criminals who know no other way to control the masses, so they stoke ethnic crap. Collaborating with foreigners never brought any Afghan any good, only destruction (Shuja, Najib, and the list goes on).

this is between just and criminal lackeys who serve foreigners. This group of criminal lackeys are of all ethnics, and there will never be a place for this expat filth in Afghanistan,

Thanks brother you just prove one of my points which continuously have been posted. People here need to separate facts from opinions. The fact that these people claim to be pashtun are not stupid I am sure they are and if they don't speak pashtu at home as you said are again an opinion that they are not pashtun but Tajikistani. BTW I disagree with your opinion about Mazar now speaking of Tajikistan have u been there? I am sure not otherwise u won't be saying this. But anyways people please refrain from prejudgement and closed mindedness.

With of this being said redefining to what we mean by pashtun and Tajik which is why I hate using these words which created many confusion. Which is why I don't call myself pashtun if I am not pashtun ie don't speak pashtu at all despite my parents from both sides being from two famous historical and populated tribes. I feel that its an abuse to pashtuns. Again back to your question "what kind of a pashtun is that?"

Spanta is not pashtun but he's father was and he is showlai so he rejects tribalism as well as Islam and being refered to any ethnic he doesn't believe in any ethnicity that's what I love about him and what I hate about him is rejecting islam personally as he doesn't practice islam

Spenta and ismail Khan are Pashtuns too? hehehe

Spenta almost had a fist fight with Karim Khurram over the daneshga-pohantoon issue and is a supporter of persian culture. I was in herat when he sponsored a persian conference there on roodaki and gave a speech praising dari. has he praised Pashto ever?

Ismail Khan is a tajeek from shindand. he has always been part of jamiat and even called for the liberation of samarkand and bokhara (tajeek irredentist claims) in the early 1990s. Ismail Khan last year in the parliamentary elections helped his tajiks get elected and was against all pashton candidates in herat.

stop this denial. if we regard all tajeeks as pashtun we are committing suicide.

I travel to the major cities often and I am well aware of the situation there. Ata has gotten rid of uzbek and pashtun influence and is tajeekizing everything. I know who his advisors are and all are setamis and pro tajeek parchamis. for ex., Rahnawaard Zaryab is one of them who works for Atta.

you are forgetting one thing that setamis are Ismailis tajik majority form some time ago specially after many fights took place in Badakhshan in 1950 ie such 1957 where dozens were killed by Kuchi who wanted their land back.
