It's disappointing to see Afghans/Pashtuns talking about Bacha Bazi from the Western lens. The reality is that pederasty exists everywhere. The only differences are that Afghanistan has a long standing underground sub-culture that helps network pederasts, and that Western media has sensationalized the practice and exaggerated its extent.
Western media is obsessed with magnifying every vice that exists in Muslim societies, so of course they jumped on the opportunity to humiliate us and make it seem like our culture is naturally inclined towards these practices. They also conveniently leave out how the only people okay with bacha bazi in Aghanistan are the pedophiles themselves.
But what's said is to see Afghans, Pashtuns, and Muslims repeat the imperialistic Western propaganda portraying our culture as inherently backward and prone to things like this. The idea that separation between men and women leads to pedophilia is hilarious. A guy who isn't attracted to boys isn't going to start sleeping with them because he doesn't have access to girls, and neither is a guy attracted to boys going to satiate his perversion by having a girlfriend. Most of these bacha baz guys are already married by the time they have the money and power to take part in the parties.
The solution to bacha bazi isn't a cultural change, it's a legal one. Punish everyone involved in the practice severely (including the boys who do it willingly; if they are forced they shouldn't be punished), and they'll be forced to become more and more underground, until the networks are all cut off from one another and die out. There will still be individuals who commit pederasty on their own (because they exist everywhere), but at least the network that enables and perpetuates them will no longer exist. The Taliban were able to accomplish this (though they weren't in power long enough to completely uproot it), so other governments should be able to as well.
Villages in tribal areas are separated by family, so they don't wear chador/burqa while in the village, only a tikrai as you said. If they have to leave their village for some reason (like to visit a doctor), they'll cover up fully.
The looking is done in secret. If a girl knows someone is looking at her, she'll cover her face, but rural areas are sparsely populated, and manual work is difficult perform in a burqa.
