Talal Sahib. I was stationed full-time in the UAE until recently. In general, they are beginning to tighten up on the sale of prescription drugs without prescription thought it still is the case that many independent vendors will overlook the restrictions, especially if you walk in and speak Hindi. That said, I know of a pharmacist that will happily dispense prescription-only meds from his store in the mall.
For quality mail order meds (and I have done this), I actually used a New Zealand company who shipped to the Gulf - though there are definite restrictions on some meds being brought in e.g. co-codamol.
I AM due back to the UAE in a couple of weeks I think, and can check this out, but in truth I'm not sure whether they've developed mail order med sales the way the Canadians supply the Americans.
