I would classify almost all modern R&D initiatives as global now rather than Western and hence disassociated from whatever political systems they are being carried under. Of course, Capitalist economic considerations have given us the modern world, including the internets. However, uncontrolled Capitalism is tantamount to neocolonialism and slavery.

In the 1920s, Woodrow Wilson said that all diplomacy should be public. No more secrets. Almost a hundred years later, that's yet to be implemented. The UNSC system is broken. While the UN prevents the richer countries from blowing each other up into Dresdens, it doesn't stop them from destroying the poorer countries or the poorer countries from massacring each other.
