A society should create conditions which would automatically lower crime-rates. I'm gonna focus again on Western Europe and Scandinavia here, where there's no death penalty and where the criminal justice system focuses on rehabilitation instead of retribution and deterrence... and yet we find that the crime rate there is very low there as compared to the rest of the world where laws are much stricter.
America has armed cops, the death penalty and a very well-funded national security setup yet there are so many murders, cases of theft, rapes, etc there every year. So having strict laws alone does not curb crime. Creating social equality, giving freedom, giving equal economic opportunities, etc does.
