I am not sure. He is doing this as a partnership with his old friend. Somehow all the people who are currently and have been applying are being denied for "missing papers" very few people get visa currently. He and his friend are helping people fill out the certain papers and will have record of all papers being filled so the .gov cannot say they are missing papers. I am not certain again as i havent gotten in depth about the idea.
