It seems like mountain Pashtun areas weren't apart of Khorasan but were a frontier area between it and Hindustan. Though Qandahar was considered apart of Hindustan it seems.

Though it's obvious Afghans were distinguished from Indians so it's a bit strange to see Qandahar apart of Hindustan.

Though cities like Garden and Laghman were in the Hindustan chapter yet also considered apart of the frontier of Khorasan and Hindustan. Though I'm not sure if he's saying they were independent or a Hindustan border city.......
