1. gang rapes (excluding rapes)

"As many as 1,075 women were gang-raped (202 in 2008, 202 in 2009, 237 in 2010, 225 in 2011 and 209 case were reported in 2012 in the Punjab during the 5 years, which shows that 78.69 % of gang rape incidents occurred in Punjab as over 1,366 cases were reported through out the country, The figure revealed that 832 people were kidnapped for ransom in five year – 213 in 2008, 174 in 2009, 146 in 2010, 184 in 2011 and 115 in 2012 - while 67,690 persons were kidnapped or abducted as 11,279 were kidnapped in 2008, 11,972 in 2009, 13,820 in 2010, 15,035 in 2011 and 15,584 in 2012."

Some areas of Azad Jammu and Kashmir showed worrisome figures of heinous crimes of gang-rape as 44 women were gang-raped including 18 in 2009 and 22 in 2012 and 200 were raped.

The situation calls for immediate attention as 53 incidents of women burning and 54 cases of acid throwing were reported in Punjab as compared to 0 cases of burning and 3 cases of acid throwing in Sindh. 1 Case of acid throwing was reported in Islamabad, 5 in Balochistan, 2 in KP and 0 in Fata. Similarly, there were 2 cases of burning reported form KP and no such case was reported from other parts of the country."

Terrorist and suicide attacks inside Punjab have increased significantly since the Pakistan military’s offensive in South Waziristan in October 2009. Most of the terrorists involved in the attacks belonged to a variety of Punjabi cities, with most hailing from the province’s southern region:

The terrorists involved in the September 20, 2008 suicide attack on the Marriot Hotel Islamabad belonged to Toba Tek Singh, Attock and Chakwal. These militants were members of the HJI, headed by Qari Safiullah (Asia Tribune, July 28, 2009).
Dr Usman, who masterminded the October 10, 2010 attack on the Pakistan Army’s General Headquarter (GHQ) as well as several other suicide attacks, is a native of Kabirwala.
Asmatullah Muwaia, a key leader of the TTP in South Waziristan and master trainer of suicide bombers, also belongs to Kabirwala.
Osman, the head of a LeJ splinter group operating in the southern region of Punjab, was wounded and arrested in the GHQ attack. Recently a military court pronounced a death sentence on the LeJ commander (The News [Islamabad] August 13).
Similarly, the persons attacking the Inter-Services Intelligence (ISI) headquarters in Lahore also belonged to cities in South Punjab.

What a non-sensible thing said by someone who believes he knows all the truth and that his views are absolutely right. Just calculate crime per capita or crime in each province as a percentage of the total crime. That will give you an absolute figure for a more meaningful comparison. One report itself says 79% of all rapes and gang rapes occur in Punjab. Almost all reports say crime rates in Punjab are alarming e.g. in the case of acid throwing, 98% of the total cases occur in Punjab.
