Blue bags was the national wardrobe of Persians or mostly tajiks women. Pashtun took it over, but was never nationalized. In Afghanistan you only had Burqa, a head scarf or nothing at all. And becuase taliboons couldn't stand women faces burqa was the only option to cover them up complytly, if in Afghnanistan we would have niqab like those in the arab countries they would implement that one.
