Afghan Elite preparing for 2014 ?

This is something I havent really read anywhere but mostly from personal correspondence with people I know in peshawar but one of my friends in the real estate business told me that peshawar and karachi are seeing a huge surge in properties being sold to the Afghan elite as 2014 nears all of them are looking to bail.

Is there some credibility to this ?

If anything, Afghan elite is investing in Dhubai --- Peshawar probable but Karachi is out of question.
