Like resistance said, variations exist among tribes on this matter e.g some tribes sell lands to outsiders, some not.
In case of inheritance, females in my area inherit every thing except lands. I have observed that people in my area always choose pashto over islam for their benefit when the two come into conflict over a matter. In our area lands are passed on from fathers to their sons and this is happening for centuries ever since they settled on these lands and they were/are major source of income for most of the families especially pakha marwats who lands are fertile and agricultural. Some times women demand her right of inherited land from brothers according to islam and can win it by taking the matter to the court. (Note: there are no court system in FATA, neither court decisions are applicable in the region). Any how in our areas women obey decisions of their father and elder brothers and after marraige husband's. So this is normal routine for us, while for a girl in islamabadad, UK or canada it may seem zulm on pashtun women.....
As for mullahs are considered, in areas the pashtuns usually dont go for mullahtob. Usually kamaya people become mullahs to escape their low status. And it is another strange thing among pashtun, each qaum (clan) hire their own mullah and as mullah is usually from kamaya background , he wont dare to bring the issue of female property rights to the members of the quam who have hired him for the their mosque. Mong pala mullah khwaar de.
