Please HELP me find this letter

I am creating an english - pashtun dictionary.
I need to find this certain letter in Pashtun. It looks like this:

I am not really sure if the letter is written down like this, but you can see it used in a word here:

It has two vertical dots.
Can somebody help me find the pronunciation and the way the letter is written down?

Shouldn't you have some knowledge of the language if you are going to put out a dictionary?
