څ is for pure Pashto words or the words which have different sounds in the hard and soft dialects like tsadar(sheet), tsarwan(controller) etc while the Arabic letters are for the words derived from Arabic.The same is true for ځ

Pashto pronunciation depends on the dialect but usually it is from the tip of the tongue as compared the Arabic sounds. As Pashto is not usually used as a written language, mostly all these letters or phonemes have similar sound.
