Why are pashtun numbers misrepresented and manipulated in Afghanistan and Pakistan?
Well i basically said the whole thing in the title.

You are right.What I know so far is that Pashtuns are 16-20 % in Pakistan. If population of Pakistan is 180 million then Pashtuns are around 28 million in Pakistan.
In Afghanistan Pashtuns are 42-55 % . If population of Afghanistan is 31 million(http://en.wikipedia.org/wiki/Demography_of_Afghanistan) then about 15 millions are Pashtuns. The total number will be around 45 million but I have found in different sources that total number may reach upto 70 million which may include Pashtuns in other countries.
According to Ethnologue, the total population of the group is estimated to be around 50 million
