SHWAL has two forms one infinitive and the other past as you said above.
Kaidal is for TO become or can
The only infinitive for TO BE can be osedal(as principal verb) and shwal as auxiliary verb. In your example da sanga kaidaley shi, SHI is a form of shwal.
Hmm good. Thanks. Yes osedal is the closest possible but still not perfect.

Yes osedal is not perfect and it is only for the TO BE as main verb not helping verb. Also morphologically osedal is too much for away from other forms of to be like yam, dey , di etc and it has other meanings like to live, reside etc. But we have almost no other choice.

TO BE in Pashto is very strange verb and I appreciate the thread starter to identify this grey area. This shows his keen interest in Pashto as a language.

True he has pointed out a very interesting verb to be discussed. I have no academic qualification in pashto as most of the pashtuns dont have but i like to learn and discuss about pashto grammar. Why we pashtuns dont have a grammar and its composition like anyother language has. This is very important. What can we do and what should be done. Any suggestions ???

There are few grammar books and dictionaries of Pashto language but as Pashto is not an official language or an effective medium of instruction(except in few areas of Afghanistan) and very few foreigners want to learn Pashto as a foreign language, no books are written on Pashto grammar and Linguistics.

The round about 30 million Pashtuns living in Pakistan should start a movement to declare Pashto as an official language and medium of instruction and should start writing the sign boards in Pashto and may use Pashto in media so that others start learning Pashto and thus Pashto books will have market and authors will start writing Pashto books other wise who cares.

We buy English, Urdu or Persian books because these languages have importance in media, education, government, commerce etc while Pashto is only a spoken language by its own users. No body else has an interest in it.

Even Pashtuns themselves do not prefer the use of Pashto especially its writing and reading. The 30 million Pakistani Pashtuns always read and write Urdu, never Pashto except by few members of PMAP.

The only thing I appreciate of Taliban is that Pashto was becoming an important language in Afghanistan and today the few people who want to learn Pashto is because of Taliban.

I have seen some consider it to be "Ossedil" while in other places as unknown.

I don't know if Ossedil is correct because it can be conjuaged on its own, for example, as "Ze dil te ossagum" and for "To be" you can also conjugate as "Ze dil te yum."

Any light shed on the issue is appreciated.
The verb "to be" simply doesn't have infinitive form.

I don't think you can use it as an infinitive in sentences.

However, according to Zeeya A. Pashtoon's 'Pashto-English Dictionary' and my teachers, ول is the correct infinitive for the verb.

and some teachers tend to teach their point of view as the right one
