It's easier to use contractors to do your dirty work.. They aren't a liability when compromised, they aren't governed by the same rules, they already have setups everywhere so there is no need to establish a new intelligence infrastructure

But they are just as much a threat as they are an asset, they aren't guided by the same national interests therefore it will take very little to make em turn on you instead
