  • Wardak: 80,000 teachers to sit pay-scale exam

KABUL (PAN): Nearly 80,000 teachers from various provinces and central capital Kabul will take an examination to evaluate their competency and professional skills for establishing pay scales this month, the education minister said on Tuesday.
The teachers who managed to score 50 per cent marks at the test carrying 50 questions regarding teaching skills would be selected for the new pay-scale system, Dr. Ghulam Farooq Wardak told reporters here.
"The test carries 25 general questions and as many about teaching methods and plans," he explained.
In this regard, the minister said, an agreement was reached between the ministry and Independent, Administrative Reforms and Civil Services Commission (IARCSC).
The test would be conducted in Kabul, he said.
Independent, Administrative Reforms and Civil Services Commission chairman, Dr. Ahmad Mushahid, was also present at the press conference.
Wardak said the test was being conducted for grade 12 teachers.
Based on experience, education and marks score, salaries of the teachers who managed to qualify the exam would be increased from 6,500 to 21,400 afghanis per month against their current salaries ranging from 3,000 to 5,000 per month, according to the new pay and grade system approved one year back, education officials say.
The teachers, who failed to pass the examination, would be introduced to training and would sit a fresh test after the completion of their training.
Last year, about 70,000 schoolteachers qualified the exam and got their pay raise, Wardak told the conference.
The IARCSC officials had promised giving a chance to 10,000 teachers to take the evaluation exam during the ongoing year, he added.
IARCSC chairman, Mushahid, said about 31,000 IARCSC employees were tested for the new Pay and Grade system this year. As many as 90,000 public servants of Afghan government had so far gone through the test, he added.
The Afghan government has currently 360,000 servants, with the lowest salary of a servant is about 5,000 afghanis and the highest salary about 32,000 afghanis under the new system.
However, the salaries of government employees, who are not in the new system, are about 2,000 to 5,000 afghanis.

A line[Durrand line] of hatred that raised a wall between the two brothers -Hamid Karzai

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

about 10 of my close relatives in Afghanistan are teachers. Aunts, uncles, cousins, nieces, nephews.

Most of them were raised by parents who were teachers.

Most of them rely on financial support or other jobs to make ends meet.

The money paid to teachers is a disgrace.

I know plenty of people from various universities who are willing to go back home if they are promised security. As of now who do you expect to teach in Kabul city and Kandahar city[The two largest cities respectively] when security is so horrible?
