Well apparently Sam Harris and Richard Dawkins does; what both of them are not describing is the truth values of moral ideas or concepts but that humans by evolutionary development acquired moral ideas and concepts. If that is what they believe demonstrates some insight into morality , then they haven't said much than what most cultures have already ascertained.

The concept of morality is evolutionary and it evolves with the advancement of science and technology towards its zenith.

the concept of morality itself isn't evolution, the process by which the concept emerged is evolutionary, but there is no lateral correlation between the truth values of morality and technological advancement they are almost mutually exclusive.
