HEC probe finds Peshawar University’s VC committed plagiarism

Peshawar - Following months of probing and delayed investigation, Pakistan’s Higher Education Commission (HEC) has submitted its report on the allegations of plagiarism against the University of Peshawar’s Vice Chancellor, finding him guilty of plagiarism.
The report was submitted to the Governor of Khyber Pakhtunkhwa province earlier this month, and according to the widely read Pakistani daily The News, the report clearly states that the VC University of Peshawar, Dr. Azmat Hayat Khan, has committed plagiarism. The newspaper also notes that while HEC chairman Dr. Javaid Laghari has confirmed the submission of the report to the governor, he did not leak any information about the findings of the probe committee; the news of the VC’s involvement, however, has been based on sources the paper didn’t name in its news post.
Allegations of Dr. Khan’s involvement in plagiarism were raised in March this year when Mr. Muhammad Zubair, assistant professor at the university’s Law College, reported to authorities that Dr. Khan’s PhD thesis The Durand Land: Its Geo Strategic Importance (published as a book in the year 2000) has copied a substantial amount of content from the book Pak-Afghan Relations (published 1985) written by an Indian Professor Dr. Kalwant Kaur of the University of Jammu. Mr. Zubair was immediately suspended from his services at the university on the VC’s orders, upon which Mr. Zubair went to the court against the VC and demanded a probe into the plagiarism case.
In July, Dr Khan suddenly went to the court against the HEC, challenging the commission’s proclaimed right to probe plagiarism cases dated prior to 2007. Later that month, however, the Peshawar High Court ordered the HEC to continue with its probe into the case, though not to take any action against the VC.
Now, when the charges of plagiarism have been proved, as per the HEC report’s findings, according to the undisclosed sources, the ball is in the governor’s court. Being the university’s chancellor, the governor is entitled to take disciplinary action against the VC, including the right to terminate him from his services. However, Mr. Zubair expressed his concern over the delay on the governor’s behalf even after the report has been submitted to him. Mr. Zubair says that some leaders of the ruling Awami National Party (ANP) are trying to cover the VC and stopping the governor from acting against him. If terminated from his services, this will the first case of the highest official of a Pakistani university being punished for academic fraud.
