I do not regard the low scores of Somalia, Iraq, Afghanistan , etc as corruption, but as survival instincts. These countries have seen decades of civil war and/or sanctions by the sanctimonious ******** in Washington and London. If anything, these 'failures' should be held to US-UK alliance and their tools like Pakistan that allowed them to interfere in the internal affairs of these countries.

Yes we all know India is corrupt, and it is the collective fault of all Indians. Who has denied that ?

But in Afghanistan, the same yardsticks can not be applied because it has suffered during the 30 yr civil war and brutal Taliban regime. The afghans themselves had little control over their country's destiny.

Consequently there are no stable institutions, and acute poverty.

Corruption is just a symptom, the disease is political and institutional instability along with acute poverty.

Last year, Transparency International announced that the ANP-led Khyber-Pakhtunkhwa province had the most corrupt provincial government in the state of Pakistan.

Today, Afghanistan under Karzai (a Pashtun) is being considered the second most corrupt state in the world.

Instead of bickering about who's more corrupt (Pashtunkhwa or Afghanistan), focus on the bigger picture. In both cases, Pashtuns are the the helm of affairs and they're not delivering to the masses. Instead, they're looting their public exchequers. There's mismanagement, laziness, indifference, selfishness and short-sightedness from the grassroots level up to the CM house/Presidential palace. Since we all lack any form of serious leadership, this is the price we're paying.
"If a nation expects to be ignorant and free, in a state of civilization, it expects what never was and never will be".

"Knowledge will forever govern ignorance; and a people who mean to be their own governors must arm themselves with the power which knowledge gives".

Transparency internation is a German organisation which surveys corruption around the globe.....
The Government of Pakistan recognised and signed an agreement with the Transparency International Secretariat in 2001, the same year Transparency International published its first report. The 2nd was published in 2006; the 3rd in 2009, and the 4th this year. There was no sign of Transparency International for the past four years and conducted only two surveys in six years. Why they became so active after the retirement of Gen. Musharraf???
This national corruption perception survey is conducted by IBA students (but the survey has not been certified by IBA). They used 50,200 survey samples for preparing their report. They visited four provinces. In Punjab, they surveyed Sailkot, Daska, Gugrawala, Chakwal and Lahore. In Khyber Pakhtoonkhaw, they surveyed only, Haripur, Mansehra and Abbottabad i.e the Hazara Division which has already been aroused against ANP led Pakhtunkhwa government.....and on the basis of that survey in Hazara the TI declared Pakhtunkhwa government as the most corrupt in pakistan...
Nobody is denying the fact that corruption is a major problem of this country, but the way it is addressed and propagated by Transparency International is questionable and does not seem to be so transparent. Generally it conducts surveys from small sections of society or selects a portion of people who may not necessarily be true representatives of our society. Besides, it may make such questionnaires which may serve its desired results.
Declaring one province as the most corrupt and another clean show that Transparency International itself is biased. One can easily challenge its claim and the methodology by which it brings the public corruption perception index. Moreover the TI Chairman in Pakistan Mr. Adil Gillani is an ex-govt officer who was terminated from his post in charges of corruption
So it’s really misleading because the headlines make it sound like they’ve done actual research into institutional corruption. however what it is actually is a “corruption perception survey”
