    Executive Summary

The New America Foundation and Terror Free Tomorrow have conducted the first comprehensive public opinion survey covering sensitive political issues in the Federally Administered Tribal Areas (FATA) of Pakistan.

The unprecedented survey, from June 30 to July 20, 2010, consisted of face-to-face interviews of 1,000 FATA residents age 18 or older across 120 villages/sampling points in all seven tribal Agencies of FATA, with a margin of error of +/- 3 percent, and field work by the locally-based Community Appraisal & Motivation Programme. Funding for the poll was provided by the United States Institute of Peace, a congressionally funded think tank, which had no other role in the poll. The poll was conducted before the large-scale floods that have inundated Pakistan.

Public Opposition to the U.S. Military and Drone Campaign

Nearly nine out every ten people in FATA oppose the U.S. military pursuing al-Qaeda and the Taliban in their region. Nearly 70 percent of FATA residents instead want the Pakistani military alone to fight Taliban and al-Qaeda militants in the tribal areas.

The intensity of opposition to the American military is high. While only one in ten of FATA residents think suicide attacks are often or sometimes justified against the Pakistani military and police
, almost six in ten believe these attacks are justified against the U.S. military. (The United Nations has determined that many of the suicide attackers in Afghanistan hail from the Pakistani tribal regions.)1

More than three-quarters of FATA residents oppose American drone strikes. Indeed, only 16 percent think these strikes accurately target militants; 48 percent think they largely kill civilians and another 33 percent feel they kill both civilians and militants. Directed by the Central Intelligence Agency, missiles are launched from unmanned drone aircraft in the FATA region of Pakistan. President Obama has dramatically ramped up the drone program, authorizing 122 so far during his administration, more than double the number authorized by President George W. Bush during his entire eight-years in office.2 This may help account for why Obama is viewed unfavorably by 83 percent of FATA residents in our poll.

A plurality of FATA residents consider the United States to be the party most responsible for the violence that is occurring in their region today. Nearly 80 percent of the people in FATA also oppose the U.S.-led “war on terror,” and believe its real purpose is to weaken and divide the Islamic world, while ensuring American domination. Only 10 percent thought the U.S. was motivated to defeat Al-Qaeda and its allies. Similarly, three-quarters of FATA residents thought that the continuing American occupation of Afghanistan was because of its larger war on Islam or part of an effort to secure oil and minerals in the region. 11 percent said it was because of the 9/11 attacks, and just 5 percent to prevent the Taliban from returning to power.

FATA Residents Reject Al-Qaeda and the Taliban

Opposition to American policies in the region does not mean, however, that the people of FATA embrace either Al-Qaeda or the Taliban. More than three-quarters of FATA residents oppose the presence inside their region of Al-Qaeda and over two-thirds the Pakistan Taliban (60 percent oppose the Afghan Taliban led by Mullah Omar). Indeed, if Al-Qaeda or the Pakistani Taliban were on the ballot in an election, less than one percent of FATA residents said they would vote for either group.

FATA Residents Want Different American Policies in the Region

What is interesting about our findings, however, is that the intense opposition to the U.S. military and the drone program is not based on general anti-American feelings. Almost three-quarters of the people inside the tribal regions said that their opinion of the United States would improve if the U.S. increased visas for FATA residents and educational scholarships to America, withdrew the American military from Afghanistan or brokered a comprehensive peace between Israelis and Palestinians. A majority even said their opinions of the U.S. would improve a great deal. Two-thirds said that policies such as American aid for education and medical care would improve their opinions as well.

This dramatic willingness to think better of the America demonstrates a notable lack of deep-seated hostility. For many FATA residents, opposition to the U.S. is based on current American military policy, not any intractably held anti-American beliefs.

FATA Residents Decisively Back the Pakistani Army

While the United States’ military, as well as Taliban and Al-Qaeda fighters, enjoy little popular support in the region, the people overwhelmingly support the Pakistani Army. Nearly 70 percent back the Pakistani military pursuing Al-Qaeda and Taliban fighters in the Tribal Areas. By a significant margin, the most popular individual among the people of FATA is General Ashfaq ParvezKayani, the Pakistani Army Chief of Staff. And even though American drone attacks are strongly opposed, the public’s approval of the drones program actually almost splits even if those attacks were carried out by the Pakistani military instead. Indeed, when asked how FATA should be governed, 79 percent say it should be governed by the Pakistani military, followed by FATA becoming a separate province of Pakistan (70 percent). Becoming part of Afghanistan was the most unpopular choice.

Priorities of the people of FATA are Unemployment and Education

Unemployment is very high in FATA, with only 20 percent of respondents in our survey saying they were working full-time. Indeed, lack of jobs was chosen as the most important problem in the region by 95 percent of those surveyed. This was closely followed by lack of schools, good roads and security, poor health care and corruption of local official officials. Lesser problems to be addressed in descending order of importance were: drone attacks, Taliban and foreign fighters and problems involving refugees.
Despite the reputation that the people in FATA are socially conservative, nine out of every ten people identified lack of education and schools as their most important problem. Indeed, building new schools was chosen as a high priority for both boys and girls.

In terms of administering justice in the tribal regions, the least popular option was having justice delivered by the Taliban, with only 12 percent believing this to be very important. By contrast, nearly two-thirds chose be governed by local tribal leaders.

Views of FATA residents are not inconsistent with past Terror Free Tomorrow/New America surveys of Pakistanis generally, though the intensity of opposition to the U.S. military inside FATA is significantly higher.

Did these researchers ever consult the people of Aman tehreeks, qawmee jirgas, etc? Because those completely contradict what this report is saying.

The research was conducted by the New America Foundation. One of their aims is to get America out of international conflicts. It even published a report based on surveys that concluded that the Irani presidential election of 2009 were not fraudulent. Therefore, any report published by this organization must be, at the very least, considered suspect. These people have an agenda - which is to get America out of the international conflicts it has tangled itself in - and their findings very conveniently only seem to agree with their agenda.

If anything, the people of FATA prefer American drone attacks over indiscriminate Pakistani army artillery bombardment and gunship attacks as the lesser of two evils.

Talal, this report also suggest that the Haqqanis your Chaudry masters have installed/hidden in FATA are even more unpopular than the American drone strikes. What do you have to say about that? In fact, if your government didn't find the need to give bases in FATA to the Haqqanis, Hekmatyaar and the Quetta Shura, the poor people there wouldn't have to go through these drone attacks and 'operations'.

By the way, the prospect of someone building schools in FATA should scare you, Talal. When they get educated, they'll fight your Punjabi patriarchs for the rights that they have been deprived off for so long. Of course, no one wants to join a war-torn Afghanistan. That is why every Pashtun should work towards the development of Afghanistan to keep the dreams of our forefathers alive.

Furthermore, if you move to page 28 of the report (methodology section), you'll see Q.18:

Q18. Some people think the Pakistani military should launch its own drone strikes by air in FATA. Some people think that the Pakistani military should never launch drone in FATA. Do you think the Pakistani military should launch its own drone attacks by air inside FATA?

In response to this, 60% or more of those surveyed said that, in effect, they don't want any operations in their areas, Pakistani or otherwise.

Look at the way the question is structured though and tell me that this is a fair method of conducting a research. Of course the conservative people of FATA will say that if we're gonna be drone-attacked anyway, we'd prefer that a Muslim does it instead of a vile kafir. Also, I'm not insulting our people here but in some cases, more than 10% of the respondents believed that Israel is behind their miseries. What more can I say?

Let's move to page 33. How come 20% of the respondents are Wazir (remember, the army has spared their areas because they've agreed to shelter the Haqqanis) whereas there's no Mehsud, the people who've seen the worst of the operations? Or am I mistaken here?

Page 17: d. FATA should become part of Afghanistan

47.4% of the respondents said yes. 22.8% said that it's somewhat unimportant while less than 1/3rd said that it's not important at all. That means that even with the ANP not talking about lar oa bar Afghan anymore, even without any political secessionist movement in Kyber-Pakhtunkhwa right now and even without any media campaign (radio Afghanistan, etc) almost half the respondents said that they want to reunify with Afghanistan. That is the best thing that I derived from the report, thank you for posting it.

Manana for the update on that. I personally don't have an issue about them wanting US out of international conflict, but this report is contradicting all the jirgas and tehreeks that have been happening in Pashtunkhwa. That is my key issue with it, now either they are right and the others ( who are made of locals) are entirely wrong. What was even funnier about this was the line about wanting Pak army to fight these battles by themselves lolz they have been doing that for the past 10 years which has led to the death of tribal elders, turning back on tribal lashkars, suicide attacks, mass displacement, etc.

79 % of people want it to be governed by military? This is a joke right? Military has been indirectly running that place for the last 60 years, the others being run by tribal maliks and political agents.

I find this report very suspect.

This whole report sounds bogus. I have a hard time beleiving that the pak military is loved. Its like saying the PAK military is loved in bangledesh.

Everything about this whole war sounds bogus. If the US went into Afghanistan to destroy AL Quadas safe haven then why not go into Pakistan to destroy the safe havens there too. Why use drones, when you could just invade with foot soldiers and proxies like they did in 2001. There are different agendas by all sides and the afghans are feelig the brunt of it. If you could spend over 100 billion on the invasion of afghansitan the why not spend a fraction of that to completely wipe them out. This whole thing is bogus!!!

Im really glad that you did love it so i am equally positive that you will love it even more when i post the entire Page 17 ..your favourite part
Soo now looking at this table as you can “see”..following are the choices going from the most popular to the most unpopular ones :

              (very important + somewhat important)

              1. Be Governed by military ? 78.5 %
              2. Become a separate province (My Favorite) 69.5 %
              3. Be Goeverned as it is ? 64.6 %
              4. Regular Pakistani Laws be extended to FATA ? 57.9 %
              5. Join Afghanistan ? 47.4 %

Now lets look at it another way how many think its most unimportant + not at all important to do the following..again take it from the top

              1. Join Afghanistan ? 51.5%
              2. Regular Pakistani Laws be extended to FATA ? 36.1%
              3. Be Goeverned as it is ? 31.4 %
              4. Become a separate province (My Favorite) 30.2%
              5. Be Governed by military ? 20.9 %

So as you can see joining Afghanistan is seen as the least of all favourable scenarios and tops the unimportant and most unimportant list..whereas it is the exact opposite for FATA becoming an individual province and military governing the province..while i dont agree at all with the military governing option i believe having their own province is the best choice

Sorry for taking this bit out of there cuz i wanted to ask you under what pretense are you proposing a victory for ANP ?

Page 7 ..... 7.5% support for ANP and guess what ? 28.3 % for Imran Khan so yeah take your pick or rather let them pick

What survey are you talking about ? And this coming from someone who thinks youtube videos are authentic ? Two things here first of all it was a pre-election survey..so how can you accuse them of fabricating a report when they gave their opinion before the actual elections were held and even though im gonna go into detail in this matter in reply to BLS..The dude who is on the board of directors of this organisation, the google CEO..so yeah i would say that this organization, their publications are as authentic as it gets..had this survey been the other way around im sure you would be throwing a party but you can deny the ground realities for only so long

Nothing to say about it cuz you assume that every pashtun in the world looks at the world in the same way as you..Just cuz you don’t like em you assume that no one else does..And we don’t need an excuse cuz these people were welcomed by the people of these areas themselves

Au contraire there is nothing that would make me more happy, its one of things that i am really upset at ..i could look past all the incompetence of our government but they have truly let these people down and let us down as a nation. I can only hope that the current programs bring atleast some relief to the people, but that is highly unlikely as long as they have drones hovering above their heads

How is that a wrong question from western point of view ? They wanna know what is the best way to go after their main targets while minimizing the local opposition to themselves..and to that end they explored that wether these strikes would be more beneficial if the Pakistani army carried out themselves ? .. the answer they got was yes they would be more beneficial if the Pakistani Army carried them out

And lets just consider your point to be true, for argument sake mehsuds amount to about 9.4% of the total population of FATA and i dont even know the mehsud subclans so its quite possible that it might just be listed in there..but do whatever math you want on this survey it doesnt change anything and wazirs are about 30% of the total population..19% is still under representation for them

              Conclusion :
Every one is entitled to their opinion not their own facts, and in order to have your opinion matter it needs to have some correlation with the facts.

Sorry for the quick reply but i have to run but two things

                1. read page 13, and if you can still question their authenticity then there's nothing I or anyone can do about that

                2. the report did mention that they would be putting a separate report for their discussions with the leaders and all so watch out for that and I know some Jirga's have voiced their opposition but im equally sure that you too know that a lot of jirga's have voice their full support to the military operations.

i dont think i need to argue further on that point, but if we still do please bring forth the jirga commentaries and which tribe held those jirgas

Cuz they think that they can secure a front row seat in shaping the upcoming Afghan power play enough to safeguard Pakistan's interests

First of all I have doubts that Pakistan have aquired nuclear weapons. The fact that Islrael is not worried and the fact they did all their tests in one day. Convincing the world to have nuclear weapons is just as good as having them and I beleive this is done in agreement with the US and China.

Second, I dont beleive Pakistan would defend Pahktunkwa against the US, they would join in and be their proxy if anything. I beleive the southern side of the indus can easily be swallowed up by india somply because Pakistans military is no match for indias and the only thing pakistan military is prevented from collapse is the funds it receives from the US. Pakistanis and Indians have always been known to be submissive to invaders through history, unlike the arabs and persians and pashtuns.

I dont know what the agenda is but this whole war smells fishy and is illogical.

It OK to disagree with me Talal, but you told me to state facts. Another facts is that the Pakistani militiary is considered a US asset since it is completely funded by the pentagon.
