They are facilitated by the government in Kabul. This is why they appeared out of nowhere with lots of money and no local backing or support within few weeks. Now that the focus of international community is back on Afghanistan they are no longer useful.

It won't surprise me if it appears that these men were agents of NDS involved in a scheme to draw attention.

      this is just a supposition.
they did not come from now where. they are former TTP members who were forced out of their previous sanctuaries in pakistan and they slipped in nangarhar. NDS is not capable of that much.

It doesn't require allot of skill to do that. Many NDS operatives are people from Kabul whom I know very well. They have armed local bandits in various regions before to cause problems between locals and Taliban by creating their own rogue Taliban branches.

Arming and financing few thugs from Fata and locals (note, these men are locals) in order to facilitate short lived rise of Isis is no difficult task for NDS.

True. Just like Muslimdost and Abu Yazeed.

See, militant groups, rebels etc are formed around few key figures. But the way they evolve and develop doesn't depend on those same key figures.

Key figures like Muslimdost, Abu Yazeed, Shahidullah, Hafiz Saeed etc depend on fighters, commanders and facilitators in order to expand from just fringe group into a real rebel front.

Security services send their men in order to increase the ranks of such groups and control channels of supply and finance.

If ISI can send their men to swell ranks of Taliban, why can't NDS do the same to DAESH?

            The method is the same.

The problem with some people is that they consider Afghan government and Americans as saints who are unable to sin or do anything wrong. You should try living in Southern or Eastern Afghanistan under Kabul govt and American control. Then you will see what they are capable of.

In Jherai in the South and in Wardak, people have even seen Americans dressed up as Taliban going into villages executing people.

These things are common knowledge. Don't be naive.

Never jump into a boat with Wahabis. Wahabi and Panjpiri element of TTP crossed the limits which were never crossed before, bringing badnaami to all the Talibans. Even though Deobandi element of TTP in waziristan and elsewhere were influenced by Salafis of Alqaida to a certain degree, they were out-shined by the Salafi/Panjpiri elements active in Malakhand, Bajaur and Mohmand. The Panjpir-graduated wahabized Taliban brought havoc and humiliation on swati people, they witnessed the ISIS-type brutality and on the fore front in zulm was Bani Yameen of Al-Qaeda. These Panjpiri Taliban would later justify killing of a young girl by giving example of Hazrat Khizr and Musa and the same wahabized Taliban would later storm Army public school, killing young students.

Majority of the ISIS fighters in Nangarhar are the wahabi or wahabized ex-members of TTP. Taliban were already nominally Deobandi and more of Salafi in actions, on the top of that real Salafi groups are emerging which are teaching them what it means to be a real Salafi haramazada

More likely agents of CIA, but i would not delve so much into conspiracy theories. For some reasons , all the Salafi elements around the world, be it Saudi regime or ISIS, benefits America through their actions. ISIS in Nangarhar went after Taliban, even the latter appealed to them to focus on NATO and ANSF.
